To replace five (5) non-insulated garage doors (10' x 9') at the Welaka Unit of the Welaka National Fish Hatchery, located at 726 County Road 309, Welaka, FL 32193. The current doors are in disrepair and pose security risks.

• Removal of existing garage doors, tracks, cables, springs, and trim.

• Installation of new, hurricane-rated, 10' x 9' sectional garage doors.

• Doors must be manually operated from the outside with external locks, all keyed to the same key.

• Low overhead track hardware is required.

• Doors must be dark brown in color.

• Roll-up doors are not an option due to low head clearance.

• Doors, hardware, and installation must have a minimum 10-year warranty.

• Labor for installation must have a minimum 1-year warranty.

• Doors must be lockable with the same key and easy to use.

• Place of Performance: 726 County Road 309 Welaka, FL 32193.

• Period of Performance: 40 days.

• Work hours: Monday-Friday, 8:00 a.m. - 4:30 p.m. (Non-duty hours require approval).

• Contractor must be experienced in replacing garage doors in Florida.

• Sorting of metal and wood from old doors for hatchery recycling.

• Wind load requirements for Putnam County, FL must be met.

• Government acceptance is contingent upon functional, lockable, and easy-to-use doors.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the Solicitation (RFQ) for the FWS Welaka NFH, FL – Unit Garage Doors Replacement Project.

• Superintendent Requirement: A superintendent provided by a subcontractor may be acceptable if competent, approved by the Government, and has full authority, but the Prime Contractor remains fully responsible for contract performance and compliance.
• Door Specifications: The doors to be installed are non-insulated. The 5th door is considered low head room with rear torsion.
• Project Schedule: The start of work must begin within 10 calendar days of the Notice to Proceed. The Period of Performance may be adjusted for material delivery delays if justified and in accordance with FAR, but it is not automatic.
• Door Trim & Spring Pads: Removal and replacement of door trim and replacement/updating of spring pads are within the scope of work and should be included in proposals.
• Submission Deadline: Quotes are due by 12:00 pm EST on Monday, February 23, 2026, via email to Christina_mann@fws.gov. Required documents include SF 1442, Prices (Quote Schedule), and a price breakdown.
• Pricing: Pricing should be based on item numbers in the Prices (Quote Schedule) with a further breakdown. The quoted price must include freight, labor, removal, and disposal/recycling.
• Evaluation: Offers will be evaluated on a price-only basis. Meeting required delivery and completion timeframes is mandatory for technical acceptability.
• Site Visit: A site visit is optional; the scheduled date has passed, and no further site visits are allowed.
• Warranty: A 10-year warranty is required for doors and hardware.
• Performance Period: The 14-day performance period begins after the Notice to Proceed. Phased or partial installation is acceptable if it meets requirements and deadlines.

• Warranty: Minimum 10 years.

• Locks: All external locks must be keyed to operate with a single key.

• Evaluation: Acceptance contingent upon working, lockable garage doors that are easy to use with pull-down ropes.

None will be provided.

Solicitation / RFP / RFQ

This solicitation is for the replacement of garage doors at the Welaka National Fish Hatchery (NFH). The selected offeror will be responsible for providing all labor, equipment, materials, tools, and incidental items necessary for the project.

• Replacement of garage doors.

• The scope of work includes removal of old garage doors, provision of hardware for new doors, and installation of new garage doors.

• Contract Type: Firm Fixed Price Construction.

• Estimated Construction Contract Price: Less than $25,000.

• Period of Performance: 10 calendar days after notice to proceed for commencement, and 14 calendar days after notice to proceed for completion.

• Offerors must submit a completed SF 1442, completed Prices (Quote Schedule), a separate breakdown of price, and any other required information.

• This Request for Quotation (RFQ) is set aside for small business concerns.

• A site visit is scheduled for January 29, 2026, from 10:00 AM to 12:00 PM EST at the U.S. Fish & Wildlife Service, 726 County Road 309, Welaka, FL 32193. RSVP is required 24 hours prior to the site visit.
