Scope of Work
The BPA will cover non-personnel flight training services, detailed in the Performance Work Statement (PWS), including:
- Aircraft Services: Provision of AT-802 aircraft (including water drops) and Grob 120TP or similar spin training aircraft.
- Instruction: Providing Instructor Pilots for USAF TPS staff and approved flyers for FAA ratings and flight hours.
- Aircraft Operation: Allowing TPS staff to operate contractor aircraft as FAA Certified Flight Instructors for Qualitative Evaluation (QE) flights.
- Training Content: Instruction on typical aircraft operation, upset/recovery training, aerobatics, student examinations, and ground operations.
- Specialty Flights: Offering "jetpack" sorties or similar unique flying experiences.
- Test Management Projects (TMPs): Support for TMPs involving General Aviation (GA) aircraft and other air systems.
- Expected Volume: Approximately 48 students per year (two classes of 24 students), with a minimum of 48 sorties annually, plus additional sorties for staff.

Key Requirements & Q&A Highlights

- Logistics: Ferry costs for mobilization/demobilization can be covered. AVGAS (100LL) operations will occur at Mojave Airport as TPS cannot currently provide it at Edwards AFB; JetA will be provided at Edwards AFB. Water for drops is available at Mojave.

- Evaluation: Best Value Continuum, with technical acceptability being more important than price. The primary technical subfactor is the ability to provide the requested products. The government intends to award without discussions but reserves the right to conduct them. Multiple BPAs are anticipated.
