Amendment / Modification

This amendment addresses vendor Requests for Information (RFIs), issues a revised Pricing Schedule, and provides a Bark Placement Diagram for clarification.

• Pricing Schedule: A revised schedule supersedes and replaces the previously posted one. Vendors must use this revised schedule for quotations.

• Bark Area Details: Clarification on bark area refresh includes approximately 36,684 sq ft total, with 32,183 sq ft of small bark and 4,501 sq ft of medium bark, with a depth of 2 inches. A Bark Placement Diagram is provided for visual clarification.

• Drains/Outlets: Approximately 15 drains and 3 underground storage tank cleanouts require cleaning/vacuuming twice per year.

• Pressure Washing: Includes sidewalks only.

• Rip Rap Areas: Contractor is responsible for developing a preventative maintenance plan for the entire flood mitigation system, including rip rap areas, berms, drainage swales, culverts, and stormwater systems. Specific actions include cleaning storm drains in April and October, and grading berms/swales.

• Funding & Wages: The project is federally funded. Davis-Bacon Act wages do not apply as it is a commercial maintenance services contract; the Service Contract Act (SCA) applies.

• Service Hours: Accessible service hours are Monday-Friday, 0700-1630. The facility is closed on Federal Holidays.

• Stormwater Infrastructure Replacement: Will be quoted separately under unscheduled repairs.

• Dumpster on Site: Permitted with coordination with the on-site Facility Manager.

• Mulch/Bark Refresh: For existing areas, must be included in the bid. For new areas added later, it will be handled via change order.

• Background Clearance: Standard federal contractor requirements apply; no special clearance is needed.

• Native Plant Eradication: Total eradication is not expected, but contractors should aim for it to minimize future maintenance. A Landscaping Maintenance Plan is required.

• Herbicides: Not restricted beyond Federal EPA labeling; SDS for all pesticides/herbicides is required.

• Work Outside Scope: Any work not included in the scope of work will be handled via Unscheduled Service Calls and Repairs, requiring a quote and government Contracting Officer (CO) approval. Emergency verbal approval from the CO may authorize work prior to modification.

• Quotation Due Date: Remains February 19, 2026, at 3:30 PM (Pacific Time).

• Pricing: Vendors must use the Revised Pricing Schedule and include pricing for all CLINs. Failure to do so may result in an unacceptable quotation.

• Bark Refresh: Vendors must include all bark areas identified in the Bark Placement Diagram as part of their pricing for bark refresh services.

Amendment / Modification

This amendment (Amendment 0001) provides updated information regarding the "Flood Mitigation & Landscape Maintenance Services – Sacred Oaks Healing Center" solicitation. Key changes include:

• Mandatory Site Visit: A mandatory site visit for the prime contractor is now scheduled for February 10, 2026, at 12:00 PM Pacific Time at the Sacred Oaks Healing Center, 33100 County Road 31, Davis, CA 95616. Attendance is required for award eligibility. Vendors must coordinate attendance in advance with Kenneth Sherburne.

• RFI Deadline: The deadline for submitting Requests for Information (RFIs) is February 16, 2026, by 3:30 PM Pacific Time. RFIs must be submitted via email to the Contracting Specialist, and responses will be posted as an amendment on SAM.gov.

• Quotation Due Date: The Quotation Due Date has been confirmed as February 19, 2026, by 3:30 PM Pacific Time. Late quotations will not be accepted.

• Site visit details (date, time, location, point of contact).

• RFI submission deadline.

• Quotation due date.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for commercial services, issued in accordance with FAR Parts 12 and 13. The acquisition is a Total Small Business Set-Aside. The award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

• Flood Mitigation and Landscape Maintenance Services.

• Contractor shall provide all labor, materials, equipment, and supervision necessary to perform services in accordance with the Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP).

• Specific tasks include cleaning storm drains, grading berms, managing stormwater flow, and general landscaping maintenance.

• Contractor must develop and implement a preventative maintenance plan for flood mitigation and a landscaping maintenance plan.

• Bi-weekly landscaping and ground-keeping maintenance tasks are required.

• Power washing of sidewalks and refreshing mulch are also required.

• Contractor must provide technical support on installed parts, materials, and equipment.

• The period of performance consists of one (1) base year with four (4) option periods.

• Base Year: Delivery by 02/28/2027; Period of Performance: 03/01/2026 to 07/28/2027.

• Option Year 1: Delivery by 02/28/2028; Period of Performance: 03/01/2027 to 02/28/2028.

• Option Year 2: Delivery by 02/28/2029; Period of Performance: 03/01/2028 to 03/01/2029.

• Option Year 3: Delivery by 02/28/2030; Period of Performance: 03/01/2029 to 02/28/2030.

• Option Year 4: Delivery by 02/28/2031; Period of Performance: 03/01/2030 to 02/28/2031.

• A mandatory site visit for the prime contractor is required to be eligible for award. Failure to attend will result in the quotation being determined non-responsive.

• Quotations shall include sufficient information to demonstrate the vendor's ability to meet the requirements of the Performance Work Statement, including technical acceptability, past performance information, and pricing.

• Offer Due Date: 02/13/2026 at 1700 PT.

• This acquisition is a Total Small Business Set-Aside.

• The prime contractor shall perform at least fifty-one percent (51%) of the total contract value with its own employees.

• Attachments include Stormwater and Landscape as-built drawings, O&M Manuals, and photos of existing conditions.

• The facility is the Sacred Oaks Healing Center, a residential behavioral health treatment facility for Native American/Alaskan Native youths.
