Purpose & Scope

NGA has a mission-critical need to implement AFE to improve the efficiency and effectiveness of geospatial feature collection. This RFI aims to gather information on available AFE solutions that can be provided as a service to automatically detect and extract geospatial features from various data input sources, including imagery and raster maps. The goal is to modernize NGA's GEOINT production processes by leveraging AI/ML to automate manual processes, improve data accuracy, and ensure seamless integration with critical NGA systems.

Key Capabilities Sought

NGA is seeking solutions that can:

  • Automatically detect and extract geospatial features from diverse sources (EO, SAR, HS, MS imagery, raster maps) using monoscopic and/or stereoscopic extraction, with individual and batch processing.
  • Attribute extracted features based on NGA domain standards, preserving source data geometry, spatial relationships, and metadata.
  • Provide confidence metrics for data validation and leverage existing interfaces for analyst review and correction.
  • Utilize standardized data formats (e.g., GeoDatabase, Shapefile, TDS 7.1).
  • Comply with security directives (DNI ICD 503) and implement robust access controls, with potential for TS/SCI clearance and adherence to NISPOM.
  • Demonstrate capabilities for automated change detection, comparing features against new data and existing databases.
  • Integrate modularly and openly into the NGA GEOINT ecosystem (e.g., VCPS, FDT) via open APIs (REST, gRPC).
  • Meet stringent performance standards, including processing a 1GB source file in under 10 minutes and achieving 99% availability.
  • Be deployable to Unclassified and Classified domains.
  • Address specific use cases for features like Buildings, Linear/Discrete Transportation, Utilities, Built Water Infrastructure, and Aeronautical Infrastructure.

Contract Details (Potential Future RFP)

This is an RFI for planning purposes only and does not constitute a Request for Proposal (RFP). If an RFP is issued, the envisioned period of performance is a 12-month base period with four (4) 12-month option periods. The primary place of performance will be the contractor's facilities.

Submission Details

  • Responses must be UNCLASSIFIED and are due by 5:00 PM ET on April 6, 2026.
  • Submissions should be sent via email as a message attachment to Daniel R. Fadely (Daniel.R.Fadely@nga.mil) and Dee Hill (Delores.M.Hill@nga.mil).
  • The message subject line must be "RFI Response – Foundation Digital Twin Automated Feature Extraction".
  • Responses are limited to a maximum of nine (9) pages for RFI questions, plus three (3) pages per use case (up to 27 pages total if all six use cases are addressed). Font sizes smaller than 12pt are acceptable for graphics and tables.

Eligibility / Set-Aside

This RFI does not specify a set-aside. Responders are asked to provide information on their business type (including small business categories like Small Disadvantaged, Service Disabled, 8(a), HUBZone, Woman-Owned) and may recommend alternative NAICS codes or opine on potential small business set-aside portions.
