This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 (Simplified Acquisition Procedures). The U.S. Air Force is seeking quotes for furniture items to be delivered to Wright Patterson AFB, OH. The procurement is expected to result in a Firm Fixed Price (FFP) contract.

The following items are required as per the Statement of Work (SOW):

Delivery is required within 120 days After Receipt of Order (ARO).

• Evaluation: Lowest price technically acceptable quotation that conforms to requirements and minimum SOW requirements, provided the price is fair and reasonable.

• No set-asides are included.

• SAM Registration: Firms MUST be registered in the System for Award Management (SAM) to be considered.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the procurement and installation of furniture for Facility 20016, Area B, at Wright-Patterson Air Force Base, OH. The project aims to furnish specific areas with workstations, mobile flip-top tables, buffet credenzas, and seating.

• All Projects: Includes supervision, labor, materials, equipment, and transportation for project completion. Requires 30 days of storage, itemized quotes, 3D renderings, and potential design hours for meetings and site visits. Also includes repair/replacement of damaged flooring and ceiling, and provision of 2D and 3D furniture floor plans. Products should generally be from a single manufacturer for uniformity. Final installation AutoCAD drawings and invoices are required.

• Specific to this Project: Requires a Certified Electrician to connect systems furniture to building power, including dual channel power poles and hardwire connections. Includes break box labeling for new/altered circuits.

• Product Types Required: Workstations, Mobile Flip-Top Tables, Buffet Credenzas, and Seating.

• Design Services: Includes programming, space planning, product specification, and communication of product capabilities. Requires initial design with up to three revisions. Designs must include various layout sheets (basic component, panel and hardware, power distribution) at a 1/4" = 1'-0" scale.

• Installation: Must be performed by manufacturer-certified professionals. Requires protection of existing furniture and building materials during installation. Damaged items are not to be installed without direction. Final cleaning with manufacturer-recommended agents is required.

• Telecommunication Requirements: Must comply with 88 CS Telecommunication Requirements, including pre-testing, installation cabling, labeling, post-testing, and quality inspection. No abandoned cables are permitted.

• Place of Performance: Facility 20016, Area B, 2275 D Street, Wright-Patterson Air Force Base, OH 45433.

• Period of Performance: To be completed no later than 120 days from contract award, inclusive of site visit, material selection, lead time, and installation.

• Personnel: Requires a Contract Manager and a Project Manager with at least 3 years of experience. Any electrician must be licensed. Personnel must present a neat appearance and be easily recognized as contractor employees. A list of personnel with required identification must be submitted.

• Site Access: Specific procedures for truck entry through Gate 26A, WPAFB, Ohio, including vehicle registration, proof of insurance, and driver's license. A Bill of Lading (BOL) is required for delivery.

• Security: Secure area installation prohibits cell phones, Fitbits, and Bluetooth technology. Installers will be escorted.

• Compliance: Must comply with federal, state, and local laws, codes, permits, DoD, AF, and base requirements. Safety and environmental policies must be followed.

• Deliverables: Final installation AutoCAD dwg file, invoice, updated master copy of furniture layouts, and bill of materials.

• Site visits will be scheduled within 1 week of solicitation posting.

• The project will be awarded on a competitive basis using total project cost.
