This document provides responses to vendor questions regarding the relocation of furniture and equipment, and associated disposal needs.

• Furniture Disposal: Existing furniture in specific IE spaces (Navy Mutual's new offices/classroom) needs disposal before furniture from X-70 can be moved in. Furniture in X-70 can also be brought in after IE spaces are cleared.
• Elevators: Only CEP-87 has a functional elevator. This is relevant for moving items like safes.
• Crates/Boxes: Crates/containers can be provided for tenants to self-load minimal personal effects.
• Downtime: Work does not need to be outside normal hours, but downtime must be scheduled and communicated to tenants.
• Cubicle Wiring: Cubicles are hard-wired and need to be disconnected and re-wired for relocation.
• Patient Care Table: The patient care table does not need to be moved from X-70 to IE.
• Safe Movement: Only one of two safes in the NAVSEA section will move to CEP-87. The functional elevator in CEP-87 can be used for transport. The safe weighs approximately 518 pounds.
• Warehouse/Lab Moves: Storage racks, wheeled stairwells, and pallet stackers need to be moved from X-70 to M-52. Metal storage racks need to be moved from X-70 to CEP-87. Racks in M-52 will need to be re-bolted to the floor.
• Dumpster Use: A dumpster can be brought onsite for furniture disposal, but location and times require prior site approval.

These clarifications may affect planning for furniture disposal, equipment relocation logistics, and understanding of building infrastructure (e.g., elevator availability, wiring).

• The deadline for submitting proposals or quotes has been extended by one day.

Solicitation / RFP / RFQ

This solicitation is for the disassembly, removal, relocation, and reassembly of furniture from Building X-70 at Naval Station Norfolk. Building X-70 is scheduled for demolition, and all government-owned furniture must be relocated to designated new locations for four tenants. The work is for the demolition of Building X-70 as part of a larger barracks construction project.

• Disassemble, transport, and reassemble furniture for four tenants (NEPMU-2, NAVSEA PMR, SURFLANT, Navy Mutual) to new designated buildings (IE, M-52, CEP-87, S-29).

• Ensure reassembled furniture is in a condition equal to or better than its pre-disassembled state.

• Provide moving supplies (10-20 boxes) for each tenant.

• Transport all designated furniture from Building X-70 by March 31, 2026.

• Coordinate with Tenant Points of Contact (POCs) to identify furniture for relocation.

• Disassemble furniture professionally to prevent damage.

• Provide all necessary vehicles, equipment, and personnel for transportation.

• Site Visit is mandatory for all prospective contractors.

The procurement will be conducted using policies and procedures under FAR Part 19. The contract type will be firm fixed price.
