Contract Details & Evaluation
Awards may take the form of contracts, grants, cooperative agreements, or Other Transaction Agreements (OTAs). OTAs for Research generally require a 50/50 cost share between the Government and the performer, while cost sharing is not typically expected for contracts and assistance awards. Proposals will be evaluated based on technical merit, importance to agency programs, funds availability, Naval relevance, and contribution to the ONR and Department of Navy mission.
Submission Requirements & Key Updates
- Submission Method: Effective June 1, 2025, all new white papers and proposals must be submitted through the ONR Submission Portal. Submissions via FedConnect are no longer accepted.
- Submission Period: Proposals may be submitted at any time during the announcement period, which has been extended by one year or until replaced by a successor BAA.
- Required Documents: Offerors must submit a non-proprietary Statement of Work (SOW) with their proposals. White Papers are frequently desired. The ONR Microsoft Excel Cost Proposal template is required for contract submissions.
- Registration: Offerors must register with the System for Award Management (SAM) and obtain a Unique Entity Identifier (UEI).
- Indirect Costs: The de minimis rate for Fringe Benefits and Indirect Costs has been revised from 10% to 15%.
- Clauses: Multiple FAR/DFARS clauses have been updated or added, including those related to Cybersecurity Maturity Model Certification (CMMC) and telecommunications. Restrictions have been added for submitting Controlled Unclassified Information (CUI) and Export Controlled CUI via the ONR Submission Portal.
