This is a combined synopsis/solicitation for commercial items/services for FY26 JLG Maintenance at Little Rock Air Force Base. The acquisition is 100% set-aside for Total Small Business.

• The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials to provide FY26 JLG Maintenance as specified in the Performance Work Statement (PWS), dated January 13, 2026.

• All items and services are to be performed in strict accordance with Attachment 2 - Performance Work Statement.

• Service Contract Act Wage Determination (WD) # 2015-5117 Rev # 29 effective December 2, 2025 is incorporated.

• Period of Performance: Tentatively March 15, 2026 to September 15, 2031 (base period) with four (4) one-year option periods and a six-month extension.

• NAICS Code: 811310, Size Standard: $12.5 Million.

• Site Visit: Thursday, February 19, 2026, at 10:00 AM. RSVP by Wednesday, February 18th at 1 PM.

• Technical Questions Deadline: Monday, February 23, 2026, COB.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide an outline for the preventive maintenance of JLG aerial lifts, ensuring they remain in safe, working order and extending their service life, in accordance with manufacturer recommendations and standard commercial practices.

• Perform preventive maintenance on specific JLG aerial lift models located in Buildings 282, 233, and 250.

• Provide supervision, personnel, maintenance equipment, transportation, tools, and labor for inspections and maintenance.

• Provide all required safety equipment, meeting OSHA, EPA, and other applicable guidelines.

• Develop and provide a descriptive inspection checklist and maintenance schedule for government review.

• Perform quarterly preventive maintenance, with potential for semi-annual or annual tasks as specified.

• Provide necessary non-consumable parts for preventive maintenance, obtaining written permission for parts exceeding $500.

• Define preventive maintenance as tasks to keep equipment in safe, working order and extend service life, using standard commercial practices if manufacturer directives are absent.

• Repair or replace components damaged due to contractor abuse, misuse, mishandling, or neglect at no additional cost.

• Remove all unnecessary or discarded parts from the job site at contractor's expense.

• Provide basic services including an inspection checklist and quarterly maintenance scheduling.

• Contractor technicians must maintain control of all tools and equipment; government is not responsible for lost or damaged contractor property.

• Contractor must check in and check out with a Government Representative before and after performing work.

• Provide support for unscheduled maintenance troubleshooting and repairs, with technicians on-site within five business days.

• Supply all necessary consumable and non-consumable parts for maintenance.

• Inspections based on manufacturer servicing manual recommendations.

• Deficiencies handled on a case-by-case basis.

• All final repairs will have a 1-year warranty.

• Contractor must comply with all applicable Federal, State, and local legal requirements regarding workers' health and safety, including OSHA rules.

• Preventive maintenance performed on a quarterly basis, unless otherwise stated.

• Equipment located in Bldg. 282 (Structural Maintenance Corrosion Section, Paint Hangar), Bldg. 233 (Wash Rack), and Bldg. 250 (ISO Maintenance Section).

• Contractor must obtain written permission for parts orders over $500.

• Contractor is responsible for disposal of all debris and parts.

• Contractor personnel must not use government equipment or personnel without authorization.

• Contractor personnel must not be employees of the U.S. Government or Department of the Air Force without proper approval and adherence to ethics regulations.

• Contractor must comply with security controls and installation regulations.

• Contractor is responsible for any damage to government property or equipment.

• Contractor employees must follow emergency evacuation procedures and participate in drills.

• Contractor personnel and vehicles must possess appropriate passes.

• Contractor is subject to all installation fire, safety, security, and traffic regulations.

• Recognized holidays are listed, and rescheduling procedures for holidays are defined.
