• General Requirements: All vehicles must be the newest model year, comply with Japanese Motor Vehicle Safety Standards, and have right-hand drive, automatic transmission, and air conditioning.
• Delivery: To Yokosuka and Okinawa, within 365 days of contract issuance. Transportation charges are borne by the contractor.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotations (RFQ) for the procurement of trucks for NAVFAC Far East. The government is seeking to procure vehicles identified in Attachment 1: Specification - Mandatory Characteristics.

• Procurement of stake trucks with specific minimum requirements:

  • Minimum 3.0 ton cargo loading capacity, drop 3 sides, wooden flat cargo bed floor, 4x2, diesel engine, right-hand drive, automatic transmission, and air conditioner.
  • One CLIN (0003) specifies a hydraulic tail gate.
  • One CLIN (0004) specifies a crew cab, 6 or 7-passenger, 4-door, minimum 2.0 ton cargo loading capacity.

• Delivery to NAVFAC FE in Yokosuka and Okinawa Areas.

• Deviations to the specifications will not be accepted.

• The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent.

• Pricing Arrangement: Firm Fixed Price.

• Delivery Date: Specified in days after date of award.

• Payment will be made in Yen.

• Offerors must be registered and have an active status in the System for Award Management (SAM).

• Quotations must be submitted electronically through the DoD Solicitation Module in the PIEE website.

• Quotations shall be priced in Japanese Yen ONLY.

• The evaluation will be based on the lowest priced quotation that meets all minimum mandatory characteristics.

• Offerors are requested to hold quoted prices firm for 60 days after the date specified for receipt of quotes.

• The submission deadline for questions is January 29, 2026, 14:00 Japan Standard Time.

• The offer due date is February 14, 2026, 02:00 PM.
