Scope of Work
The contractor will provide all personnel, equipment, tools, and supervision for comprehensive grounds maintenance. This includes maintaining various ground types:
- Improved Grounds: Mowing, edging, trimming, weed control, irrigation, debris/leaf removal, lawn conditioning, pest control, and repair across approximately 128.92 acres.
- Semi-Improved Grounds: Mowing, trimming, and base perimeter fence line maintenance.
- Bird Area Strike Hazard (BASH) Areas: Mowing, airfield light fixture maintenance, and herbicide/insecticide application over roughly 450.03 acres.
- Un-Improved Grounds: Mowing to prevent woody encroachment (approx. 251.75 acres).
- Vegetative Beds, Inert Beds, Rock Beds: Weeding, mulching, edging, fertilizing, watering, and plant replacement.
- Drainage & Water Areas: Clearing surface drainage ditches and maintaining standing water areas.
- Tree Services: Identification of hazardous trees, pruning, trimming, and removal (estimated 300 hours for pruning, 40 for removal). Special requirements include emergency services, xeriscaping, special cuts for events, and planting. Workload estimates are provided in Attachment 2, and bidders must verify all measurements.
Contract Details & Requirements
- Contract Type: Firm Fixed Price.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- Place of Performance: Offutt Air Force Base, St Columbans, NE.
- Applicable Regulations: Compliance with federal, state, local, DoD, and Air Force regulations, including those for pesticides and hazardous materials. Workers performing pest control must be state-certified.
