Questions & Answers / Clarifications

• Formaldehyde Analysis: Required only for the three Gros Ventre wells as listed in Table 3.
• Purge Water Disposal: For annual monitoring, purge water may be scattered on the environment. For Colter Bay Landfill monitoring, it can be disposed of at the Colter Bay Sewage System (43.901422°, -110.627404°). The COR will facilitate site access.
• Dedicated Bailers: No wells currently have dedicated bailers installed.
• Reporting Frequency: One report per year is required, inclusive of both spring and fall events. Spring sampling results should be provided when available, potentially in an Excel format similar to Attachment 6.
• IDW Disposal (Colter Bay Landfill): Liquid IDW and disposable sampling equipment can be disposed of at the Colter Bay Sewage System. The COR will facilitate access.
• IDW Disposal (Bi-annual Sampling): IDW for bi-annual sampling may be scattered on the environment, as background data does not suggest it is hazardous.
• Work Plan/HASP: A proposed methodology, including a work plan or Sampling and Analysis Plan, is required with the bid proposal, in addition to a Health and Safety Plan (HASP).
• Sampling Techniques: Standard sampling techniques, as described in the U.S. EPA manual RCRA Groundwater Monitoring Technical Enforcement Guidance Document (September 1986), are acceptable for all sites unless alternate methods are approved.
• Small Business Set-Aside: Confirmed as a small business set-aside with NAICS Code 541620 and a Small Business Size Standard of $19M.
• Recent Experience: Ongoing projects can be submitted if at least 50% complete.
• Laboratory Analysis: Included in the contractor's unit pricing.

Statement of Work (SOW)

To ensure Section I requirements of all WYDEQ permits for Grand Teton National Park (GRTE) and John D. Rockefeller Memorial Parkway (JODR) wastewater systems are met through annual groundwater monitoring and reporting.

• Perform groundwater monitoring in GRTE and JODR, including Spring and Fall sampling and analysis.

• Collect water quality information for Spring sampling (May/June) and Fall sampling (September).

• Analyze samples for specific parameters including volatile organic compounds (VOCs), TAL Metals, ammonia, nitrate, COD, cyanide, chloride, fluoride, sulfate, TOC, TDS, and bicarbonate/carbonate alkalinity.

• Complete State of Wyoming Class V Package Plant Treatment (Ground Monitoring) Department of Environmental Quality Reporting Form for Class Injection Wells (GEMS Reports) or use the WDEQ Water Quality Division Document Uploads Form if GEMS is offline.

• Provide a health and safety plan, work plan/sampling and analysis plan, and quality assurance/quality control component.

• Perform statistical analysis on groundwater data in accordance with WYDEQ Solid Waste Rules.

• Monitor 7 wells at the Colter Bay Landfill site biennially.

• All testing parameters must be recorded according to specified standards.

• Sampling methods must prevent contamination and ensure protection of monitor wells.

• Data must be collected in compliance with Wyoming Water Quality Rules and Regulations, Chapter 8, Section 7.
