Scope of Work
The contractor will perform annual groundwater monitoring, including spring and fall sampling and analysis, to meet Wyoming Department of Environmental Quality (WYDEQ) permit requirements for GRTE and JODR wastewater systems. Key tasks include:
- Collecting and analyzing samples for parameters such as volatile organic compounds (VOCs), TAL Metals, ammonia, nitrate, COD, cyanide, chloride, fluoride, sulfate, TOC, TDS, and bicarbonate/carbonate alkalinity. Formaldehyde analysis is required for three specific Gros Ventre wells.
- Completing State of Wyoming Class V Package Plant Treatment (Ground Monitoring) Department of Environmental Quality Reporting Forms (GEMS Reports).
- Providing a Health and Safety Plan (HASP), a Work Plan/Sampling and Analysis Plan, and a Quality Assurance/Quality Control (QA/QC) component.
- Performing statistical analysis on groundwater data in accordance with WYDEQ Solid Waste Rules.
- Conducting biennial monitoring of seven wells at the Colter Bay Landfill site.
- Purge water disposal methods are specified, including scattering for annual monitoring and disposal at the Colter Bay Sewage System for landfill monitoring.

Submission Requirements
Offerors must submit a completed Price Schedule (Attachment 9), documentation of Prior Experience (three relevant contracts within the last five years, limited to 10 pages and counting towards the Technical Capability limit), and a Technical Capability submission (maximum 10 pages). Proposals must include a proposed methodology (work plan/sampling and analysis plan) and a HASP. Bidders must demonstrate relevant groundwater monitoring experience for key personnel (sampling individual and project manager/engineer) through 1-2 paragraph summaries, not resumes. All costs for HASP, monthly project management, and other non-sampling costs should be rolled into per-sample pricing. Registration in SAM is required.
