  • Promoting innovation within the RA ecosystem.
  • Providing Subject Matter Expert (SME) support for RA program development.
  • Developing curricula, Related Technical Instruction (RTI) outlines, and occupational outlines.
  • Supporting the growth of active apprentices to over one million.
  • Coordinating with AI Integration and Education Intermediary to integrate AI skills.

Contract Details

  • Contract Type: Multiple Fixed Price (FP) contracts.
  • Period of Performance: One (1) 12-month Base Period and four (4) 12-month Option Periods.

Submission & Evaluation

  • Proposal Due Date: Tuesday, May 5, 2026, at 12:00 PM ET.
  • Submission Method: Electronically via email to the Contracting Officer and Contract Specialist.
  • Proposal Structure: Three volumes: Technical, Past Performance, and Price.
    • Technical Volume: Maximum 25 pages (excluding covers, title pages, executive summaries, table of contents, staffing charts, diagrams, graphs, resumes, and Letters of Intent). Resumes are limited to 2 pages each.
    • Price Proposal: Must be submitted as an Excel document detailing labor categories, hours, and rates.
  • Evaluation Factors: Technical (most important), Past Performance, and Price. Technical evaluation includes subfactors: Understanding of the Requirement, Corporate Experience, and Key Personnel, all of equal importance. A minimum "Acceptable" rating is required for Factor I (Technical) and its subfactors.
  • Award: Will be made to the offeror whose proposal is most advantageous to the Government. The Government may award without discussions.
  • Key Personnel: Requirements include Project Director, Project Manager, Senior Subject Matter Expert, and Marketing & Business Development Specialist. Offerors must possess or be eligible for a Public Trust clearance.

Amendments & Important Notes

  • Amendment 0003 incorporated FAR 52.222-90, "Addressing DEI Discrimination by Federal Contractors (Deviation APR 2026)," into Section 2.
  • Offerors must be registered and "ACTIVE" in the System for Award Management (SAM.gov) at the time of award.
