Scope of Work
The BPA covers comprehensive vehicle management services, including:
- Marshalling Support: Receipt, inspection, preparation, and assignment/termination of new, exchange, or reassigned vehicles. This includes license plate and GSA Fleet Services Card management, 3rd party device installation (telematics), fueling, and vehicle movement.
- Sales Preparation: Coordinating inspections, sale timing, vehicle movement, license plate removal, fueling, digital imagery, condition reporting, maintenance, reconditioning, and decommissioning for vehicles to be sold.
- Administrative Sales Services: Utilizing the GSAFleet.gov sales platform and AutoIMS for marketing, inventory management, customer service, and payment collection. Third-party auction platforms are not permitted.
- Optional Services: In-lane vehicle sales support. An estimated 1,130 vehicles will be marshalled annually.
Contract Details
- Contract Type: Blanket Purchase Agreement (BPA)
- Duration: A 12-month base period (June 1, 2026 – May 31, 2027) with three 12-month option periods, extending through May 31, 2030.

Key Requirements & Evaluation
Offerors must own or legally lease a facility in Guam that meets specific requirements for security, space, parking, ADA compliance, secured storage for Government Furnished Property (GFP), and internet access. Compliance with GSA IT security policies (Access Control Guide) is also required. Award will be based on best value to the Government, considering technical capability and price. Technical capability will be evaluated through the Vendor Response Document and a subsequent site visit. Preference will be given to vendors also offering auction services. The Government intends to establish a single BPA.
