Scope of Work
The BPA will cover comprehensive marshalling services, including new vehicle delivery inspection, license plate and GSA Fleet Services Card management, vehicle release to customers, receiving used vehicles, and preparing them for new assignments. Optional services include sales preparation, administrative vehicle sales utilizing GSAFleet.gov, and in-lane sales support. An estimated 1,130 vehicles are expected to be marshalled annually, primarily light-duty vehicles. Vendors must use GSA's AutoIMS for condition reports and GSAFleet.gov for online sales; third-party auction platforms are not permitted. There is no incumbent contractor for this requirement.

Key Requirements & Clarifications
Offerors must be registered in SAM.gov. Facility requirements include secured storage for Government Furnished Property (GFP), though a separate secured room is not mandated. Submission & Evaluation
Proposals must include a completed Vendor Response Document and pricing using the provided Microsoft Excel Schedule of Services. Award will be based on best value to the Government, considering technical capability (evaluated via the Vendor Response Document and a site visit) and price. Preference will be given to vendors also offering auction services.
