• The government may award without discussions, but may issue Evaluation Notices (ENs) and request Final Proposal Revisions (FPRs) if deemed in the best interest.

• Offers with mathematically and materially unbalanced prices may be deemed unacceptable.

• Contractor responsibility will be assessed in accordance with FAR 9.1, requiring adequate financial resources and ability to obtain required resources.

• Attachment "J4_ Bid Schedule" will be used for price evaluation.

• Past performance ratings include "Substantial Confidence," "Satisfactory Confidence," "Neutral Confidence," "Limited Confidence," and "No Confidence."
