Quick Summary

The U.S. Army Garrison Wiesbaden, through the 409th Contracting Support Brigade, Regional Contracting Office-Wiesbaden, is soliciting proposals for six (6) new, left-hand drive Commercial Heavy Armored Vehicles (HAVs). This is a "Brand Name or Equal" requirement, with BMW specified as the brand name. The procurement aims to replace an aging fleet and ensure secure transport for key personnel. A pending amendment may add three more vehicles to the requirement. Quotes are due by February 20, 2026, at 12:00 PM Central European Time (CET).

Scope of Work

This solicitation is for the procurement of six (6) purpose-built, OEM-constructed HAVs, integrated from the ground up on the manufacturer's production line. The vehicles must meet stringent specifications for security, performance, and European operational requirements. Third-party, aftermarket, or post-production armoring/customization is strictly prohibited. The scope includes all features, a comprehensive warranty, and maintenance services.

  • Vehicle Type: New, left-hand drive Commercial Heavy Armored Vehicles.
  • Armoring: OEM-built, certified to VPAM BRV 2009 VR6/CEN B6. No gaps in armor.
  • Make/Model: BMW or equal, commonly used in Europe, appearing as normal passenger cars (low profile).
  • Engine: Gasoline, 6.0-liter, 12-cylinder turbocharged. Electric and hybrid powertrains are not acceptable.
  • Performance: 8-Speed Automatic transmission, GVWR of 4,000 kg or greater. Must maintain positive acceleration, braking, and cornering control.
  • Specialized Equipment: OEM-integrated police package (blue lights, external light capability), integrated LED convoy display, intercom system, pre-engineered fire suppression system, self-sealing fuel tank, fresh air intake system.
  • Interior: Minimum four-passenger capacity with leather, power-operated, heated, and ventilated memory bucket seats. Quad-zone climate control.
  • Tires: Run-flat tires (20 KPH after puncture), rims for full armored mass, one full-sized spare, one set of summer tires, two sets of winter tires, and one set of snow chains/socks per vehicle.
  • Delivery: To Wiesbaden, Germany, no later than 180 days from award, or on or before August 26, 2026.

  • Set-Aside: Unrestricted.
  • NAICS Code: 336110.
  • Warranty & Maintenance: Minimum 36 months or 60,000 km, honored by OEM-certified dealers in Germany and NATO countries. All costs included.

Submission & Evaluation

  • Submission: Quotes must be submitted via email. FAX submissions are not authorized.
  • Deadline: February 20, 2026, at 12:00 PM CET.
  • Registration: Offerors must be registered in SAM.gov by the submission date.
  • Evaluation: Lowest Price Technically Acceptable (LPTA).
    • Factor 1 (Technical): Acceptable/Unacceptable, assessed via OEM Armor Integration Certification and Minimum Technical and Performance Requirements.
    • Factor 2: Supplier Performance Risk System (SPRS) score.
    • Factor 3: Price.
  • "Brand Name or Equal": Offerors proposing an "equal" product must provide sufficient documentation to prove it meets all characteristics identified in the Statement of Work. Written OEM evidence of integrated armor installation may be required.

Important Notes

The approved Justification and Approval (J&A) document indicates this is a sole-source justification under FAR 13.501(a)(1)(ii) due to the unique high-performance and technical specifications, and the need for OEM-integrated armoring and support network. While a synopsis was published for capabilities, effective competition is anticipated to be highly limited. All dates and times refer to Central European Time.
