Statement of Work (SOW)

To procure nine (9) brand new, left-hand drive Commercial Heavy Armored Vehicles (HAVs) for secure transport of key personnel in NATO countries.

• Procurement of nine (9) purpose-built armored vehicles, manufactured from the ground up by the Original Equipment Manufacturer (OEM).

• Third-party or aftermarket armoring is strictly prohibited.

• Vehicles must meet all specified security provisions and European operational requirements.

• Manufacturing & Certification: Must be certified to VPAM BRV 2009 VR6/CEN B6.

• Vehicle Specifications: Left-hand drive, Auto Sedan Special Protected, BMW or equivalent make/model common in Europe, Black exterior.

• Engine & Powertrain: Gasoline, 6.0-liter, 12-cylinder turbocharged. Electric/hybrid not acceptable.

• Performance: GVWR of 4,000 kg or greater. Maintain positive acceleration, braking, and cornering control. Braking distance degradation not to exceed 15% compared to non-armored model.

• Specialized Equipment: OEM-integrated police package (blue lights), convoy display, intercom system, fire suppression, self-sealing fuel tank, fresh air intake.

• Interior: Minimum four-passenger capacity with four leather, power, heated/ventilated memory bucket seats. Dark gray or black interior. Quad-zone climate control. Independent rear HVAC. Reading lights, cup holders, floor mats, footrests, seat pockets, retractable shades.

• Tires & Wheels: Run-flat inserts (travel > 20 KPH after puncture). Rims must meet load capacity. Includes spare, summer tires, winter tires, and snow chains/socks per vehicle.

• Security: Adherence to DoDI 5200.48 and DoD Manual 5200.01 for CUI. No internet posting or advertising using contract information without prior written approval. Immediate reporting of any data breaches.

• Physical Security: Vehicles must be stored in a secured facility during production and pre-delivery.

• Delivery: No later than 180 days from award.

• Delivery Address: Flugplatz Erbenheim 1067, Building 105, 265205 Wiesbaden, Germany.

• Warranty & Maintenance: Minimum 36 months or 60,000 km (whichever comes first) for defects and routine PMCS. Must be honored by OEM-certified dealers in Germany and NATO countries. All costs included in the total contract price.

• Construction: Armor integration must balance structural loads and protection. Suspension, brakes, drive shaft, and related components must be reinforced for after-armoring mass (minimum 25% upgrade). No gaps in armor. Maintain passenger comfort and original design alterations.

• Acceptance: Final inspection upon delivery prior to formal acceptance. Vehicles must be detailed, clean, with full fuel tank.

Amendment / Modification

This amendment modifies the solicitation W912CM26QA006 dated 12 FEB 2026.

Key changes include:

• Addition of option CLIN 0002 for Product Service Description: Heavy Armored Vehicles (HAV) inclusive of all features, warranty, maintenance, and delivery to Wiesbaden, Germany.

• Performance: 8-Speed Automatic transmission, GVWR of 4,000 kg or greater. Must maintain positive acceleration, braking, and cornering control on dry surfaces. Braking distance degradation not to exceed 15% compared to non-armored models.

• Specialized Equipment: OEM-integrated police package (blue lights, external light capability), integrated LED convoy display, intercom system, pre-engineered fire suppression system, self-sealing fuel tank, fresh air intake system.

• Interior Features: Minimum four-passenger capacity with four leather, power-operated, heated, and ventilated memory bucket seats. Dark gray or black interior. Quad-zone climate control with independent rear HVAC. Includes reading lights, cup holders, rubber floor mats, rear footrests, rear seat pockets, and retractable shades.

• Infotainment: AM/FM Radio and Navigation system (English language).

• Tires & Wheels: Run-flat tires (20 KPH after puncture), rims meeting full armored mass and passenger load. Includes one full-sized spare, one set of summer tires, two sets of winter tires, and one set of snow chains/socks per vehicle.

• Construction: Integrate opaque/transparent materials and structural design for optimum protection and balance. No gaps between armor surfaces. Suspension, brakes, drive shaft, and couplings reinforced for armored mass (minimum 25% upgrade).

• Security: Adherence to CUI, OPSEC, and physical security requirements. No unauthorized use of contract information for advertising. No citing contract information on marketing tools.

• Basic warranty covering material and workmanship defects.

• Basic maintenance services for routine, scheduled Preventative Maintenance Checks and Services (PMCS).

• Minimum period of 36 months or 60,000 km, honored by OEM-certified dealers in Germany and NATO countries.

• All costs included in the total contract price.

• Vehicles must be detailed, clean, drive-away condition with full fuel tanks.

• Government will conduct a final inspection upon delivery.
