Scope of Work
The requirement is for the procurement of nine (9) HAVs, consisting of six (6) base vehicles and an option for three (3) additional vehicles. These vehicles are intended to replace an aging fleet and ensure secure transport for key personnel in NATO countries. Key specifications include:
- Manufacturing & Certification: OEM-built, purpose-built armored vehicles, certified to VPAM BRV 2009 VR6/CEN B6. Third-party or aftermarket armoring is strictly prohibited.
- Vehicle Specifications: Left-hand drive, Auto Sedan Special Protected, BMW or equivalent make/model common in Europe, Black exterior.
- Engine & Powertrain: Gasoline, 6.0-liter, 12-cylinder turbocharged. Electric/hybrid powertrains are not acceptable.
- Specialized Equipment: OEM-integrated police package (blue lights), integrated LED convoy display, intercom system, pre-engineered fire suppression system, self-sealing fuel tank, fresh air intake system.
- Interior: Minimum four-passenger capacity with leather, power, heated/ventilated memory bucket seats.
- Tires & Wheels: Run-flat tires, rims meeting full armored mass, includes spare, summer, winter tires, and snow chains/socks per vehicle.
- Construction: Armor integration must balance structural loads and protection, with suspension, brakes, drive shaft, and related components reinforced for armored mass (minimum 25% upgrade).
Contract Details
- Contract Type: Firm-Fixed-Price (FFP).
- Quantity: Six (6) base HAVs with an option for three (3) additional HAVs (total nine).
- Delivery: 180 Calendar Days from Date of Award for base vehicles (CLIN 0001) and 180 Calendar Days from Date of Option Exercised for option vehicles (CLIN 0002). Delivery address is Flugplatz Erbenheim 1067, Building 1052, 65205 Wiesbaden, Germany.
- Warranty & Maintenance: Minimum 36 months or 60,000 km (whichever comes first) covering defects and routine Preventative Maintenance Checks and Services (PMCS), honored by OEM-certified dealers in Germany and NATO countries.
- Set-Aside: Unrestricted. This is a "Brand Name or Equal" requirement based on BMW, with a sole-source justification for the approach.

Submission & Evaluation
- Submission Deadline: March 10, 2026, at 1700 Central European Time Zone.
- Submission Method: Quotes must be submitted via email.
- Evaluation: Award will be based on the Lowest Price Technically Acceptable (LPTA) methodology. Evaluation factors include:
- Factor 1: Technical (Acceptable/Unacceptable), assessed via OEM Armor Integration Certification and Minimum Technical and Performance Requirements.
- Factor 2: Supplier Performance Risk System (SPRS) score.
- Factor 3: Price.
