- Self-Performance: A 15% self-performance goal applies.
- Materials: Fence materials must be domestically produced (Buy American clauses apply). Woven wire attachment requires #9 tie wire on pipe posts. Concrete cure time for pipe posts is a minimum of 24 hours.
- Site Conditions: No aerial maps are available; site visit is crucial. Contractor must provide their own water. Topsoil/reseeding is not required.
- Compliance: Adherence to Federal Construction Wage Rates (Davis-Bacon Act) for Cameron and Starr Counties is mandatory. FAR 22.18 (Employment Eligibility Verification) applies for contracts exceeding $150,000. Environmental training is mandatory for all employees.
