This document is a Justification for Sole Source acquisition for supplies and services related to UltraPure Systems brand products. The Navy Cyber Defense Operations Command (NCDOC) requires these products and services for the removal, installation, and maintenance of existing humidification units and Reverse Osmosis Deionization (RODI) water purification systems. Competition is precluded because there are no substitutes available for the specified supplies or services.

• Removal of existing humidification units #1 & #3.

• Procurement and installation of two (2) new UltraPure Systems – Sigma Wall-D 17.6 lb./hr. Humidifiers.

• Replacement components to include RODI 200 Gallons Per Day (GPD) specifications.

• Preventative Maintenance on all system components upon completion.

• The contract will have a twelve (12) month base period and four (4) twelve (12) month option years.

• The estimated cost for this acquisition is inclusive of the base and all options.

This document does not contain submission or evaluation details as it is a sole source justification.

This is a sole source acquisition, restricted to UltraPure Systems products and authorized vendors.

• REIT Services LLC is identified as the only authorized UltraPure Systems vendor for installation, field service, and support in southeastern Virginia.
• The specified UltraPure humidification system is required to protect sensitive IT equipment and maintain a stable environment, preventing electrostatic discharge and equipment malfunction. Replacing the system would necessitate replacing the entire HVAC system.

Solicitation / RFP / RFQ

This solicitation is for the replacement and maintenance of humidification systems and associated water recycling systems at the Navy Cyber Defense Operations Command in Suffolk, VA. The government is procuring services to ensure the optimal performance and longevity of these critical systems.

• Replacement of two existing UltraPure humidification units (Units #1 & #3) with new UltraPure Sigma Wall-D 17.6 lb./hr. Humidifiers.

• Installation of one new wastewater recycling system for all four UltraPure systems.

• Integration of the new humidification units into existing computerized control systems.

• Quarterly preventative and corrective maintenance for all four UltraPure humidification units and the water recycling system.

• Provision of all necessary parts and supplies from the original equipment manufacturer.

• Maintenance of all required proprietary information and software, and current technical bulletins.

• All technicians must be authorized and certified by the UltraPure Systems manufacturer.

• Detailed reports on maintenance activities.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base year from March 27, 2026, to March 26, 2027, with four (4) one-year option periods. If all options are exercised, the period of performance extends to March 26, 2031.

• Quotes are due by February 16, 2026, at 11:00 AM local time.

• Quotes must be submitted electronically via email to designated points of contact.

• Detailed instructions for quote format and content are provided, with page limitations and specific content requirements.

• Award will be made on a sole source basis after price is determined fair and reasonable.

• Evaluation will be based on the total price for all options added to the basic requirement.

• This acquisition is unrestricted.

• NAICS Code: 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Other Transportation Equipment) Repair and Maintenance).

• The technical point of contact (TPOC) for service calls is Mr. Andrew Duhe.

• Services are to be performed within eight (8) hours of a service call.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-5 by reference, along with various DFARS clauses.
