Scope of Work
This IDIQ covers the full lifecycle of delivery and support for electronic security, physical security, and surveillance-type products and services. This includes capabilities such as Access Control Systems (ACS), Intrusion Detection Systems, Closed Circuit Television (CCTV), Physical Security Information Management (PSIM), counter-drone systems, and cybersecurity support. Tasks encompass site surveys, design, procurement, fabrication, integration, installation, testing, training, and post-installation support.
The initial task order involves a comprehensive security upgrade at Hurlburt Field, specifically integrating a high-performance CCTV system. This includes deploying AI-powered Wrong-Way Detection, Automatic License Plate Recognition (ALPR), and advanced CCTV solutions across various strategic locations like the Commercial Vehicle Inspection Area (CVIA), Overwatch Building, East Gate, Armory, Main Gate, Soundside Gate, Fuel Dock, Hume Housing Dock, Base Defense Operations Center (BDOC), and VCC. All equipment must be TAA/BAA/NDAA compliant and integrate with the existing Bosch Video Management System (BVMS).

Evaluation Factors
Award will be made to two offerors using a tradeoff source selection process, prioritizing Total Evaluated Price (TEP). Proposals will be assessed on Price, Technical capability, and Past Performance, with Technical and Past Performance combined being more important than Price.
- Technical: Requires an "Acceptable" rating, including certifications for key personnel (Program Manager, Cybersecurity Personnel, Facility Security Officer) and adherence to the Non-Nuclear Configuration Management Database (CMD) Equipment Approval Memorandum. Secret Clearance is no longer required; installation teams must be U.S. companies using U.S. citizens.
- Past Performance: Evaluated for recency (within six years, at least 50% complete) and relevance. A minimum "Neutral" rating is required, with awardees needing "Substantial Confidence." Past Performance Questionnaires (PPQs) must be sent directly by clients.
- Price: Firm Fixed Price for the initial task order, submitted via Attachment 5.
