• Initial Task Order: The initial task order will be awarded simultaneously with the multiple IDIQ awards. Evaluation criteria for the initial task order are listed in attachment 2.
• Analog Cameras: The Soundside Gate is the only facility identified with analog cameras, totaling six (6).

Several attachments and sections of the solicitation have been updated to reflect these clarifications, including volume descriptions, technical narrative titles, and page count requirements for Volume I. The evaluation factors for award will be those listed on attachment 2. The requirement for a secret clearance has been reduced.

Statement of Work (SOW)

To provide a comprehensive security upgrade by integrating a high-performance CCTV system across strategic locations at Hurlbert Field, enhancing threat detection, access control, and real-time situational awareness. This includes deploying AI-powered Wrong-Way Detection, Automatic License Plate Recognition (ALPR), and advanced CCTV solutions.

• Install compatible and integrated equipment into the existing Bosch Video Management System (BVMS) at the Base Defense Operations Center (BDOC).

• Ensure all equipment meets applicable TAA/BAA/NDAA requirements.

Several sections of Attachment 1 have been updated to reflect accurate volume descriptions, pricing requirements, and page count requirements. The requirement for a secret clearance has been altered. The solicitation and amendments will be text searchable.

Amendment / Modification

This document, "Attachment 2 - Addendum to 52.212-2 - Evaluation Factors for Award," provides details on the source selection methodology and evaluation process for the acquisition. Key changes and clarifications include:

• Source Selection Methodology: The acquisition will use tradeoff source selection procedures (FAR 15.101-1, 15.3, DFARS 215.300, DAFFARS 5315.3). The government intends to award two contracts under a multiple award IDIQ. Evaluation will begin with the lowest Total Evaluated Price (TEP). Technical acceptability will be assessed, followed by a minimum neutral past performance rating. The government will select two offerors who are technically acceptable, have a minimum neutral past performance rating, offer the lowest price, and provide the best overall value.
• Discussions: The government intends to award without discussions but reserves the right to conduct them if necessary, following FAR 15.306. Offerors should submit their best technical and price terms initially.
• Evaluation Process:
  • Volume I - Contract Information: Verification of SF 1449, 180-day validity, and no exceptions to solicitation terms. Verification of NIST SP 800-171 compliance and supplier risk in SPRS.
  • Volume II - Technical Factor: Evaluation of technical proposals based on subfactors, including Certifications of Key Personnel (Program Manager, Cybersecurity Personnel, Facility Security Officer) and adherence to the Non-Nuclear Configuration Management Database (CMD) Equipment Approval Memorandum. Proposals must receive an "Acceptable" rating to be awardable.
  • Volume III - Past Performance: Assessed based on recent/relevant performance, considering Present/Past Performance Information (PPPI) from various sources. A minimum overall rating of "Neutral" is required. Recency is defined as within the past six years and at least 50% complete or completed. Performance confidence ratings range from "Substantial Confidence" to "No Confidence."
  • Volume IV - Price: Proposals will be organized by Total Evaluated Price (TEP). The offered price must be fair, reasonable, and the offeror must be determined responsible (FAR 9.104-1).
• Selection Process Summary: Proposals are ordered by TEP. The two lowest TEP proposals are evaluated technically. If both are "Acceptable," they proceed to past performance. If both receive "Substantial Confidence" in past performance, they are selected. The process continues to evaluate subsequent proposals if award criteria are not met by the initial two, with specific criteria for "Acceptable" technical ratings and "Substantial," "Satisfactory," or "Neutral" confidence ratings for past performance.

This addendum modifies and clarifies the evaluation factors and selection process previously outlined in solicitation clause 52.212-2.

Offerors must ensure their proposals address all technical requirements, including specific personnel certifications and adherence to the CMD Equipment Approval Memorandum. Past performance information should be submitted to demonstrate at least a "Neutral" confidence rating. The evaluation process prioritizes TEP, technical acceptability, and past performance confidence.
