This solicitation is for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the supply of reconditioned steel drums and storage trailers for the Hazardous Waste Storage Facility at Portsmouth Naval Shipyard (PNS), Kittery, ME. Simplified Acquisition Procedures are being utilized.

• Reconditioned 55-gallon steel drums (1A2 Open Top and 1A1 Closed Top) meeting DOT 49 CFR 178 requirements for Packing Group II.

• Storage trailers (48' or 53') for unused and used drums.

• Pick-up and regulatory compliant disposal of used drums.

• Drums must be cleaned, inspected, repaired, and leakproof.

• Specific requirements for closures, gaskets, and markings are detailed.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ)

• Period of Performance: 5 years, with four option years.

• Estimated annual requirements for 1A2 drums: 1,704 minimum to 3,708 maximum.

• Estimated annual requirements for 1A1 drums: 350 minimum to 750 maximum.

• Trailer rental: 3 trailers to be rented for 12 months each, totaling 36 months.

• Pick-up & Disposal: Minimum 2,054 units to maximum 4,458 units annually.

• Award will be made as a single award to the responsive offeror whose total proposal is low.

• This acquisition is UNRESTRICTED.

• All deliveries and pickups are at Portsmouth Naval Shipyard, Kittery, ME.

• Vendor access to the shipyard requires U.S. citizenship.

• Invoices must be submitted via Wide Area Workflow (WAWF).

• Specific clauses regarding safety, security, packaging, marking, and inspection are included.

• Reconditioned Steel Drums:

  • 1A2 (Open Top) Drums: 55-gallon, removable head, meeting DOT 49 CFR 178 requirements for Packing Group II. Minimum annual requirement: 1,704; Maximum: 3,708.
  • 1A1 (Closed Top) Drums: 55-gallon, non-removable head, meeting DOT 49 CFR 178 requirements for Packing Group II. Minimum annual requirement: 350; Maximum: 750.
  • Reconditioning process includes cleaning, inspection, repair, and leakproofness testing.
  • Drums must be marked in accordance with 49 CFR 178.

• Storage Trailers:

  • Three (3) trailers (48' or 53') to be provided, clean, registered, insured, and road-ready.
  • Capable of storing a minimum of 288 drums (1A2 and/or 1A1).
  • Two trailers will be delivered full of unused drums, and one will be empty for used drums.

• Delivery:

  • Delivery orders will be issued.
  • Delivery location: Portsmouth Naval Shipyard, Hazardous Waste Storage Facility, Building 357, Kittery, ME.
  • Turnaround time for drum replenishment: within seven (7) working days of receipt of Delivery Order.
  • Trailers to be delivered Monday-Friday, 0630-1500.

• Contract Type: 5-year IDIQ contract with four option years.

• Period of Performance: Estimated from 01 Jul 2026 to 30 Jun 2031.

• Pricing Arrangement: Firm Fixed Price.

• Offer Due Date: 17 Apr 2026, 03:00 PM local time.
