Scope of Work

This MACC will cover a wide range of Design-Build (DB)/Design-Bid-Build (DBB) roofing projects, including new construction, demolition, repair, alteration, and renovation of roofing or roofing materials. The scope may also include minor general construction elements such as architectural, structural, mechanical, or electrical items. Specific tasks include, but are not limited to:

  • Removal and reinstallation of existing roof-mounted equipment.
  • Demolition and installation of framing and curbing for new or replaced equipment.
  • Installation of new roofing, scheduled repairs, and emergency roof repairs.
  • Repair or replacement of roof drains, gutters, parapet wall treatments, flashing, and roof decking materials.
  • Installation of permanent fall protection, access ladders, and roof expansion joints.
  • Handling, abatement, and disposal of asbestos-containing material and/or lead-containing material.
  • Interior dust and debris containment and protection. Projects will be performed across various facility types, including administrative, industrial, medical, training, and airfields.

Contract Details

  • Contract Type: IDIQ Multiple Award Construction Contract (MACC)
  • Duration: 8 years total, consisting of a two-year base period and two three-year option periods.
  • Total Estimated Value: Not to exceed $249,000,000 for all contracts over the 8-year period.
  • Task Order Value: Individual task orders are estimated to range from $150,000 to $15,000,000, with flexibility for smaller or larger projects.
  • Guaranteed Minimum: A $5,000 award is guaranteed to each successful offeror for the life of the contract.
  • Future Competition: Only successful IDIQ contractors will compete for future task orders after the initial award and demonstration project.

Evaluation & Submission

Award will be based on a best-value tradeoff after evaluation of Phase II proposals. Key evaluation factors include Technical Approach, Corporate Experience, Management Approach, Safety, Past Performance, and Price.

  • Corporate Experience (Factor 2): Offerors must demonstrate relevant projects with construction values between $250,000 and $2,000,000, with at least one project exceeding $5,000,000. Projects must also include a total roofing area of 10,000 SF, with at least one project having a roofing area of 50,000 SF or more. "Replacement of Roofing System" is distinct from "New Installation."
  • Management Approach (Factor 3): The page limit for this factor is 8 pages, excluding ECATTS certificates and project schedules.
  • Price: A demonstration project, the E-USU-76 Roof Garden at NSA Bethesda, MD, will be used for pricing evaluation. A bid bond is required with the Phase II price proposal. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, with DoD SAFE as an alternate. Price information must be submitted separately from non-price/technical proposals.
