Services encompass removal and reinstallation of roof-mounted equipment, framing, curbing, new roofing installation, scheduled and emergency repairs, and work on drains, gutters, parapet walls, flashing, and decking. Projects may also involve the repair, replacement, or installation of permanent fall protection, access ladders, hatches, and roof expansion joints. Handling and disposal of asbestos-containing and lead-containing materials, as well as interior dust and debris containment, are also included. Facilities may range from administrative and industrial to medical, training, and airfields.
Contract Details
This IDIQ contract has an 8-year duration, consisting of a two-year base period and two three-year option periods. The total estimated construction cost for all awarded contracts is not to exceed $249,000,000. Individual task orders are anticipated to range from $150,000 to $15,000,000, though smaller or larger projects may be considered. A minimum award of $5,000 is guaranteed to each successful offeror. Submission & Evaluation
This is a Phase II solicitation, inviting only offerors previously notified to be in the competitive range. Proposals will be evaluated on a best-value tradeoff basis considering Technical Approach, Corporate Experience, Management Approach, Safety, Past Performance, and Price.
- Corporate Experience (Factor 2): Requires relevant projects with a minimum value of $250,000 to $2,000,000, including at least one project with a final construction cost of $5,000,000 and one with a total roofing area of 50,000 SF.
- Management Approach (Factor 3): The narrative page limit has been increased to 8 pages, excluding ECATTS certificates and the critical path schedule. The demonstration project (E-USU-76 Roof Garden at NSA Bethesda, MD) has a required construction duration of 270 calendar days.
