Scope of Work
This MACC will cover a wide range of roofing projects, including new construction, demolition, repair, alteration, and renovation of roofing or roofing materials. The scope may also include minor general construction elements such as architectural, structural, mechanical, or electrical items. Specific tasks encompass removal and reinstallation of existing roof-mounted equipment, framing and curbing installation, patching, electrical disconnects, roofing demolition and debris handling, new roofing installation, scheduled and emergency roof repairs, and the repair or replacement of roof drains, gutters, parapet walls, flashing, and decking materials. Work may also involve permanent fall protection, access ladders/hatches, roof expansion joints, and handling of asbestos-containing and lead-containing materials. Projects will be performed across various facility types, including administrative, industrial, maintenance, warehouses, communications, medical, and airfields.
Contract Details
This is a Design-Build (DB)/Design-Bid-Build (DBB), IDIQ MACC with a total duration of eight (8) years, comprising a two-year base period and two three-year option periods. The total estimated construction cost for all awarded contracts is not to exceed $249,000,000. Individual task orders are anticipated to range from $150,000 to $15,000,000, though smaller or larger projects may be considered. A minimum award of $5,000 is guaranteed to each successful offeror. After initial contract award and a demonstration project, successful IDIQ contractors will compete for future task orders based on best value (tradeoff process or lowest price technically acceptable).
Evaluation & Submission
Award will be based on a best-value tradeoff after evaluation of factors including Technical Approach, Corporate Experience, Management Approach, Safety, Past Performance, and Price. Proposals are submitted in phases, with Phase II instructions and evaluation factors now detailed. A demonstration project, the E-USU-76 Roof Garden at NSA Bethesda, MD, is part of the evaluation and will be awarded as part of the initial contract. This project is Design-Build and has a required construction duration of 270 calendar days. Only a lump sum price is required for the demonstration project. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, with DoD SAFE as an alternate. Price information must be submitted separately from the non-price/technical proposal.
