Quick Summary
The Defense Health Agency (DHA) has issued an amendment to the solicitation for OCONUS Medical Q-Coded Services, specifically for healthcare professional staff in the Indo-Pacific Command/Pacific Rim Command (INDOPACOM/PAC-RIM) regions, including Japan and Korea. This amendment addresses Offeror questions regarding Direct Patient Care and Mental Health, and provides updated attachments. This opportunity is an 8(a) Set-Aside. Responses are due by November 3, 2026.
Purpose of Amendment
This amendment responds to questions from Offerors concerning Direct Patient Care and Mental Health services. It also provides updated attachments and technical exhibits as applicable, while all other terms and conditions of the original solicitation remain unchanged.
Opportunity Scope
The DHA seeks to establish Firm Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contracts for credentialed and non-credentialed healthcare professional staff services. The program aims to support mission requirements in OCONUS Military Treatment Facilities (MTFs), clinics, health activities, and satellite locations. Five separate single-award IDIQ contracts are anticipated, covering distinct labor segments:
- Direct Patient Service Providers
- Mental Health Services
- Nursing Services
- Medical Support Services
- Dental Services
Key Requirements
Contractors will be responsible for recruiting, qualifying, managing, and providing qualified medical staff. Performance will be assessed against Key Performance Summary metrics including Overall Fill Percentage and Package Acceptance Percentage. Detailed minimum qualifications and core duties for various labor categories are outlined in Technical Exhibit 5 documents for each IDIQ segment (e.g., Direct Patient, Mental Health, Nursing, Medical Support, Dental). Bidders must ensure proposed personnel meet these standards.
