Scope of Work
This acquisition aims to establish strategic sourcing for credentialed and non-credentialed contract workers to support mission requirements in OCONUS Military Treatment Facilities (MTFs), clinics, health activities, and satellite locations within the Indo-Pacific Command/Pacific Rim (INDOPACOM/PAC-RIM) regions. The five anticipated IDIQ contracts will cover distinct labor segments:
- Direct Patient Service Providers
- Mental Health Services
- Nursing Services
- Medical Support Services
- Dental Services Services include recruiting, qualifying, managing, and providing qualified medical staff. Excluded services are Advisory and Assistance (A&AS), Information Technology (IT), Hospital Environmental Cleaning (HEC), Nonprofessional Medical Services (NPMS), and TRICARE Health Plan (THP).

Key Requirements & Qualifications
Bidders must propose personnel meeting the minimum qualifications and core duties outlined in Technical Exhibit 5 for each labor category. These exhibits detail required degrees, education, certifications, experience, and licensure for roles across all five IDIQ segments. Contract workers must be proficient in English and comply with all applicable federal, state, and local laws, regulations, and directives, including HIPAA and the Privacy Act. Special considerations for contracts in Japan and Korea, such as Status of Forces Agreement (SOFA) provisions, are also detailed in the Performance Work Statement (PWS). Performance will be assessed against Key Performance Summary metrics, including Overall Fill Percentage and Data Commitment.
