Scope of Work
This strategic sourcing acquisition program aims to provide credentialed and non-credentialed contract workers across various labor categories to support Military Treatment Facilities (MTFs), clinics, health activities, and satellite locations in OCONUS. The DHA anticipates awarding five separate single-award IDIQ contracts, each covering a distinct labor segment:
- Direct Patient Service Providers
- Mental Health Services
- Nursing Services
- Medical Support Services
- Dental Services
Services include recruiting, qualifying, managing, and providing qualified medical staff for direct patient care, associated support, and analytical support. Excluded services are Advisory and Assistance (A&AS), Information Technology (IT), Hospital Environmental Cleaning (HEC), Nonprofessional Medical Services (NPMS), and TRICARE Health Plan (THP). Performance locations include Yokosuka, Okinawa, Yokota, Misawa, Kadena, and Korea, as detailed in Technical Exhibit 3. Performance locations may change during the contract's life.
Key Requirements & Qualifications
Contract workers must be able to read, write, and speak English, and comply with all applicable federal, state, and local laws, including HIPAA and the Privacy Act. Specific minimum qualifications and core duties for each labor category are outlined in the various "Technical Exhibit 5" documents (e.g., for Direct Patient, Mental Health, Nursing, Medical Support, and Dental Services). Technical Exhibit 4 further categorizes labor titles by IDIQ and credentialing type. Performance will be assessed against Key Performance Summary metrics, including Overall Fill Percentage and Data Commitment. Special considerations for contracts in Japan and Korea, including Status of Forces Agreement (SOFA) provisions, are also detailed.
