• Lift Equipment: The government will not provide lift equipment (MEWP, scissor lift). This is the contractor's responsibility for pricing and provision.
• Oil Changes: Units have not been serviced in over two years; full oil changes may be required initially based on manufacturer specifications.
• Fan Accessibility: Fans may not be accessible during normal working hours. Coordination with the COR or facility occupants is required to ensure access, potentially requiring relocation of training devices (48-72hr notice).
• Scheduling: Maintenance can be grouped by building. The government will provide a projected schedule for "off" days to minimize travel costs. A quarterly service schedule was used previously.
• Reporting: Reports will be accepted grouped by building as a 'block of fans'. The government does not have previous report data to provide as a sample.
• Scissor Lift Options: Only contractor-provided lift scenarios are needed for pricing. The COR will not relocate lifts between buildings.
• Gearbox Oil Levels: Checking gearbox oil levels is suggested. If oil sampling/analysis or changes are required, this will impact the time estimate for maintenance.

Statement of Work (SOW) / Performance Work Statement (PWS)

• Vendor must coordinate the maintenance schedule with the 128th Aviation Brigade Facilities Managers.

• Includes providing all tools and OSHA-approved lift capability and/or ladders.

• A recommended manufacturer 21-point inspection is detailed, covering cleaning, hardware checks, fluid levels, safety cables, structural integrity, electrical connections, and VFD settings.

• All specified mechanical and electrical PM tasks must be fully completed for each fan serviced during each scheduled visit.

• Detailed Service Reports must be submitted electronically in PDF format to the COR within five (5) business days of completing each service visit.

• Reports must be accurate, legible, and contain all minimum required information.

• Full compliance with OSHA, manufacturer, and site-specific safety/LOTO procedures is required.

• Work must be performed by technicians trained and qualified on HVLS fans.

• Place of Performance: Specific locations of HVLS fans detailed in Attachment A.

• Period of Performance: To be specified in the contract award, including a Base Year and any exercised Option Years.

• Contractor must provide all necessary qualified personnel, supervision, labor, tools, equipment, materials, and transportation.

• Contractor must adhere to OSHA regulations, including electrical safety and Lockout/Tagout (LOTO) procedures.

• Contractor must comply with all applicable Federal, state, and local codes and regulations.

• Contractor personnel must complete iWATCH Army training and TARP requirements.

• Government may provide a scissor lift (Option A) or the Contractor may be responsible for providing one (Option B).

• Government facility personnel will perform LOTO on adjacent equipment.

• Repair work due to incorrect fan mounting, damaged parts discovered during maintenance, or other operational failures are excluded.

• Separate service quotes are required for any repair work.
