Scope of Anticipated Requirement
The anticipated requirement, as outlined in the draft PWS, is for a SaaS solution to provide comprehensive Host Nation (HN) payroll and timekeeping services for approximately 4,000 HN employees across U.S. Navy locations in Europe, Africa, and the Middle East. Key aspects include:
- Hosting: Dedicated, secure, and FEDRAMP authorized environment.
- Timekeeping & Attendance: Web portal/mobile app for time entry, time-off management, and automated overtime calculations, compliant with local labor laws.
- Payroll Processing: Automated calculations for wages, deductions, taxes, and benefits, adhering to local HN labor laws and U.S. Navy regulations. Support for direct deposit and check printing.
- Reporting & Analytics: Standard and custom reporting, including payroll registers and labor distribution, with audit trails.
- Employee Self-Service (ESS): Portal for pay stubs, tax forms, personal information updates, and time-off requests.
- Compliance & Security: Adherence to HN data protection laws, ISO/IEC 27001 certification, FedRAMP+ authorization, DISA compliance, and U.S. Law Section 508 compliance.
- Local Law Flexibility: System must accommodate complex local labor laws, such as medical certificate management in Italy.
- Service Level Agreement (SLA): 99.9% system uptime and timely technical support.
