Scope of Work

The contractor will provide comprehensive program and administrative support services, including:

  • Agency Records Management: Identifying, classifying, prioritizing, storing, securing, archiving, preserving, retrieving, tracking, and disposing of Agency records. This includes maintaining Central Agency Files, scanning, and liaising with NARA.
  • General Administrative Support: Reviewing grant/contract deliverables, travel management, and building/facilities management.
  • FOIA Program Support: Providing support related to the Agency's Freedom of Information Act program.
  • Information Dissemination: Generating data and reports, and disseminating information both internally and externally, including incoming and outgoing mail.
  • Receptionist/Visitor Assistance: Providing receptionist services.
  • Facilities Support: Ensuring conference rooms and equipment are functional, and supporting mailroom and copier areas.
  • Office of Administration Support: Assisting with travel, facilities, and other administrative management programs.

Contract Details

  • Contract Type: Single Award Firm-Fixed-Price.
  • Period of Performance: A 12-month base period plus four 12-month option periods.
  • Estimated Value: The incumbent contract's total value (Base Year + 4 Option Years) was $4.39 Million.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • Place of Performance: Primarily at the USTDA Office, 1101 Wilson Boulevard, Suite 1100, Arlington, VA 22209. Situational teleworking may be granted for certain positions.

Key Requirements & Clarifications

  • Personnel: Resumes are required for ALL proposed individuals, not just Key Personnel. The Project Manager is the only designated Key Personnel. Certification of Personnel is only required for Key Personnel. USTDA expects qualified teams, whether incumbent or non-incumbent.
  • Security Clearance: A Secret Facility Clearance is required for contract performance. All contractor personnel must possess and maintain a Secret Clearance. Interim clearances may be allowed at the Contracting Officer's discretion. No classified storage is required at the contractor's facility.
  • Past Performance: All relevant past performance records will be evaluated equally (Federal, State & Local, commercial) within the last three years. CPARS can be submitted in lieu of a Past Performance Survey.
  • Joint Ventures: SBA regulations apply; each JV member's experience will be evaluated individually if the JV lacks experience.
  • Wage Determination: Bidders must review and comply with updated wage and fringe benefit rates from Wage Determination No. 2015-4281, Revision No. 36.
  • Liquidated Damages: The "Liquidated Damages – Subcontracting Plan" clause (FAR 52.219-16) has been removed.

Submission & Evaluation

  • Proposal Due Date: June 12, 2026, at 1:00 PM EST.
  • Proposal Submission: Electronically to Contractproposals@ustda.gov. The NISS Facility Clearance Report must be a FIPS-compliant, password-protected attachment to Volume I, with the password transmitted separately to the Contracting Officer.
  • Proposal Format: Two volumes: Volume I (Technical and Past Performance) and Volume II (Price and Contract Documentation).
  • Evaluation Factors: Technical Approach (Staffing and Management, Implementation), Past Performance, and Price. Technical Approach and Past Performance are of equal importance and combined are significantly more important than Price. The Government will use Best Value Source Selection Procedures.
