• Gate Locks: No specific brand or model is required for mechanical cypher locks on pedestrian gates, but all three gates must use the same brand. Locks should be standalone and mechanically unlocked.
• Topographical Data: Detailed topographical data is not available; site photos show elevation changes. Transitions between fence styles must prevent gaps.
• Debris Disposal: All cleared vegetation and demolition debris must be disposed of off-site by the contractor.
• Chain-Link Fabric: Either galvanized or vinyl-coated chain-link fabric is acceptable.
• Ornamental Fence Posts: 4"x4" posts are required for ornamental fence sections. Standard manufacturer sizes are acceptable for 1-1/2" cross rails.
• Cantilever Gate: The cantilever gate is intended to block the road and sidewalk when closed; a separate pedestrian gate is not required.
• Permits: No city/county building permits are required as the project is on federal land.
• Davis-Bacon: The Davis-Bacon Wage Determination applies to all fence and gate installation work.

Solicitation / RFP / RFQ

This solicitation is a request for proposal (RFP) from the US Coast Guard Regional Support Team – Southwest (RST-SW) for the installation of a security fence at USCG Housing in Novato, CA. The project is a total (100%) small business set-aside.

• Installation of approximately 350 L.F. of ornamental fence.

• Installation of one locking manual swinging vehicle gate and one cantilever manually operated vehicle gate.

• Demolition of an existing vehicle gate and posts.

• Installation of approximately 600 L.F. of chain-link fence with three pedestrian gates.

• All work must comply with USCG regulations and applicable federal, state, and local codes.

• Materials must be new and conform to specified standards (Chain Link: 6-foot minimum height, 9-gauge galvanized or vinyl-coated fabric; Ornamental Aluminum: 6-foot minimum height, industrial grade aluminum).

• Pedestrian gate locking mechanisms must be tamper-proof with a mechanical push-button unlocking system or cypher lock.

• Vehicle gate locking mechanisms must accept a 7/8" padlock (padlock provided by Government).

• Site cleanup and restoration, including disposal of debris and restoration of any landscape damage.

• Estimated Magnitude: $25,000 - $100,000.
