Purpose & Scope

This opportunity seeks a Design/Builder to perform general construction repairs and installations at the IRS Memphis campus (5391-5399 Getwell Road, Memphis, TN 38111).

  • Roof Cover Replacement and Improvement: Design, repair, replacement, and improvement of thermal and moisture protection systems and rainwater drainage systems. Requires a 20-year, No-Dollar-Limit (NDL) warranty covering wind speeds up to 140 mph, and a web-camera surveillance system for on-site monitoring. The scope covers up to 618,000 square feet.
  • Electrical Breaker Repairs: Replacement of twenty-six (26) failed Westinghouse POW-R-100 circuit breakers. The Design-Builder is responsible for purchasing new spares and reconditioning failed breakers. A one-year warranty is required.
  • Fire Alarm System Replacement: Replacement of the entire fire alarm system, including control panels, initiating devices, and wiring. The new system must be UL Certified, and the installing contractor must also be UL certified. The system will be an emergency voice evacuation system.
  • Common Requirements: Includes construction and demolition (C&D) waste diversion plans. An optional Work Item #4 for additional roof repair/replacement may be awarded.

Contract Details

  • Contract Type: Firm-Fixed-Price Design/Build.
  • Estimated Magnitude: $20,000,000 - $25,000,000.

  • Period of Performance: Design and construction for base work must be completed within 1095 calendar days of Notice to Proceed. Substantial Completion is required within 810 calendar days, with contract completion 60 days thereafter.
