- Price: Firm fixed-price for all line items, valid for 180 days, all-inclusive (supervision, labor, materials, travel, etc.), with a detailed breakdown. Price will be evaluated for fairness and reasonableness.
- Technical Capability: A detailed narrative, in the quoter's own words, explaining how SOW requirements, delivery dates, warranty, and product documentation will be met. Generic statements or copying the SOW will lead to ineligibility.
