Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for maintenance and support services for eleven (11) Government-owned Illumina sequencing systems and ancillary equipment used by the National Cancer Institute (NCI), Center for Cancer Research (CCR) for ongoing cancer research and patient care.

• Services to be performed on-site in accordance with Original Equipment Manufacturer (OEM) and current commercial maintenance practices.

• Standard business hours (8:00 AM - 5:00 PM EST, Monday-Friday, excluding Federal Holidays) and extended hours (5:00 PM - 9:00 PM EST, Monday-Friday) for issues not resolvable remotely.

• Software updates/services may be provided remotely.

• All travel, labor, materials, and related charges are included in the contract price.

• Preventive Maintenance (PM): One (1) planned PM inspection per instrument per 12-month contract term. Instruments not covered by an active agreement at the start of the Period of Performance (PoP) will receive one (1) system health check. PMs must be performed by factory-trained, technically qualified personnel and include cleaning, calibration, adjustment, inspection, and testing.

• Emergency Service: On-site emergency repair visits provided at no additional cost. Initial response within one (1) hour of notice. Repairs to be completed within forty-eight (48) hours by a qualified factory-trained representative if not resolved remotely.

• Replacement Parts: All required replacement parts must be OEM or certified OEM remanufactured, provided at no additional cost (except consumables). Delivery within twenty-four (24) hours or the next business day. Notification required if delivery exceeds this timeframe.

• Software Updates/Service: Provide software service and updates per manufacturer's procedures at no additional cost. Includes error revisions, FDA-mandated updates, and reliability fixes. Telephone technical support for software and operating systems is also included.

• Technical Support: Unlimited toll-free technical telephone and email support available 24/7. Instrument and clinical application support available Monday-Friday, 8:00 AM - 5:00 PM EST.

• Period of Performance: Twelve-month base period, with one (1) twelve-month option period.

• Place of Performance: National Institutes of Health, National Cancer Institute, 9000 Rockville Pike, Bldgs. 10, 37 and 41, Rockville, MD 20892.

• Personnel Qualifications: Technicians must be technically qualified, OEM-trained, and authorized, with access to the latest instrument documentation and specifications. At least one backup support person with equivalent expertise is required.

• Professional Conduct: Personnel must perform work in a professional, workmanlike manner and adhere to OEM and industry standards. Work areas must be left clean.

• Type of Order: Firm Fixed-Price contract.

• Inspection and Acceptance: Work is subject to final inspection and acceptance by the Government's authorized representative (NCI Contracting Officer's Representative/Technical Point of Contact).

• Section 508 Compliance: All digital content and communications must conform to applicable Section 508 Standards.

• Travel: All travel costs are included in the firm fixed price and will not be reimbursed separately.

• Repairs necessitated by abuse, neglect, vandalism, Acts of God, fire, or water.

• Supply or repair of consumables (items not directly associated with equipment components, parts, or software).

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services prepared in accordance with Revolutionary FAR Overhaul (RFO) part 12. The Department of the Interior (DOI)/Interior Business Center, on behalf of the U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), is issuing this Request for Quotation (RFQ) for a Maintenance and Service Contract for Various Government-Owned Illumina Sequencing platforms and ancillary equipment.

• Maintenance and Service Contract for Government-Owned Illumina Sequencing platforms and ancillary equipment.

• Onsite services are required at the National Institutes of Health, National Cancer Institute, 9000 Rockville Pike, Bldgs. 10, 37 and 41, Rockville, MD 20892.

• The Statement of Work (SOW) is provided as Attachment 1.

• Contract Type: Firm-Fixed-Price (FFP)

• Period of Performance: Twelve-month base period followed by one twelve-month option period.

• CLINs: 010 (Base Year - Firm-Fixed-Price), 110 (Option Year 1 - Firm-Fixed-Price). Offerors must provide dollar amounts for these CLINs.

• Questions Due: April 28, 2026, by 10:00 AM Eastern Time.

• Quotes Due: May 1, 2026, by 10:00 AM Eastern Time.

• Evaluation: Price will be the sole evaluation factor, assessed for fair and reasonableness. The award will be made on an Acceptable/Unacceptable basis.

• This requirement is sole source, eligible only for Illumina, Inc. (UEI: KMW3CRWNAAF3).

• This acquisition is not set-aside for small business concerns.

• North American Industry Classification System (NAICS) code: 811210 (Electronic and Precision Equipment Repair and Maintenance).

• Product Service Code (PSC): J066 (Maintenance, Repair, and Rebuilding of Equipment – Instruments and Laboratory Equipment).

• Offerors are encouraged to propose discounts.

Notice of Intent to Sole Source

This notice indicates the U.S. Department of the Interior (DOI), Interior Business Center (IBC) intends to negotiate a sole source, firm-fixed-price (FFP) acquisition with Illumina, Inc. for maintenance and service support for eleven (11) Government-owned Illumina sequencing systems and ancillary equipment. This action is on behalf of the National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR).

• Maintenance and service support for specific Illumina sequencing systems (NextSeq 2000, NextSeq 550Dx, iScan) and related devices.

• Services must be performed on-site in accordance with Original Equipment Manufacturer (OEM) standards.

• Support includes maintenance, replacement parts, and software updates.

• Contract type: Firm-Fixed-Price (FFP)

• Period of Performance: Anticipated 12-month base period followed by one 12-month option period.

• Place of Performance: National Institutes of Health, National Cancer Institute, Rockville, MD 20892.

• Interested parties may express their interest and demonstrate capability by submitting a capability statement.

• Submission Deadline: 10:00 A.M. ET, Wednesday, April 8, 2026.

• Submissions must be electronic, not exceeding 10 pages, and in a Microsoft Office compatible format or Adobe Acrobat.

• Maximum file size: 8 MB.

• Paper copies will not be accepted.

• Late responses will only be accepted if they contain extraordinary value.

• Responders will not be reimbursed for any costs incurred.

• This is a sole source action based on FAR 6.302-1.

• Illumina, Inc. is the OEM and the only known entity with the authorized capability.

• This is NOT a request for competitive quotes.

• Information received is for determining whether to conduct a competitive acquisition.

• The Government reserves the right to issue a Request for Quote (RFQ) as a result of this announcement.

• Marketing brochures and/or generic company literature will not be considered.
