Scope of Work
The contractor will provide 12 Full-Time Equivalent (FTE) employees, working 40 hours per week across 1st (6:00 am - 2:30 pm) and 2nd (2:00 pm - 10:30 pm) shifts, seven days a week, including federal holidays. Services include DME cleaning in designated areas according to VA EMS procedures, adhering to Joint Commission, OSHA, EPA, and all applicable local, State, and Federal regulations. Contractor employees must undergo VA PIV background investigations and obtain PIV cards, with onboarding and PIV credentialing typically taking 3-4 weeks. The VA will provide all cleaning supplies and equipment.

This is a Firm Fixed Price contract with a Base Year (May 1, 2026 - April 30, 2027) and four Option Years, extending through April 30, 2031. The estimated value is $22 Million. The place of performance is VAPAHCS - Station 640, 3801 Miranda Ave, Palo Alto, CA 94304. Wage Determination WD 2015-5641 Revision 29 applies.
Set-Aside & Eligibility
This acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be verified as an SDVOSB in the SBA Small Business Database at the time of quote submission and maintain this status until award.
Submission & Evaluation
Offers must be submitted electronically via email to Jill Williams (jill.williams@va.gov). Quotes are due by February 27, 2026, at 11:00 AM PST. A site visit was scheduled for February 18, 2026. Quotes must be submitted in three parts: Technical Capability, Past Performance, and Price. Evaluation factors include Technical Approach, Past Performance, and Price.
