Scope of Work

The contractor will provide comprehensive event production and coordination services for a multi-venue event, including an indoor VIP reception at Autoworld Museum (up to 1,150 guests) and an outdoor main event at Parc du Cinquantenaire (up to 5,000 guests). Services encompass:

  • Standard Event Services: Stage production, AV, music, speeches, decor, F&B, invitation management (digital, 15,000+ expected), guest registration, branding, security (contractor-managed), crowd management, medical services, traffic planning, insurance, sanitation, and venue restoration. This includes project study, development, planning, pre-production (securing permits, coordinating with authorities), production, and post-production.
  • Optional Event Services: May include artist extra services, architectural lighting, laser equipment, special effects (smoke/flames), drone shows, fireworks, live DJ sets, bar services, food truck services, additional decorations, large-scale LED screens, video mapping, and curated program development.

Contract Details

  • Contract Type: Firm Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ)
  • Contract Term: March 1, 2026, to July 10, 2026
  • Pricing: In EURO, inclusive of 21% VAT. The embassy will assist in obtaining a VAT exempt form.
  • Minimum Order: €1,000.00
  • Maximum Order: €800,000.00 (inclusive of VAT)
  • Set-Aside: None (not a small business set-aside)

Submission Requirements

Proposals must be in English and submitted electronically to BrusselsBids@state.gov. Submissions must be in Adobe Acrobat (PDF) format, with individual email attachments not exceeding 45MB (multiple emails allowed). Incomplete proposals will not be accepted.

  • Volume 1: Completed SF-18, Section I (Pricing), Attachment A (Price Proposal Breakdown), Section 5 (Representations and Certifications), evidence of active SAM registration, and completed Form W-14 (Attachment B) if applicable for excise tax exemption.
  • Volume 2: Technical Capability & Strategic Plan (methods, personnel/financial resources, license/permit plan, strategic plan, ground mapping), Prior Experience and Past Performance (using Attachment form), and Company Profile. Offerors must be actively registered in SAM (System for Award Management) prior to submission.

Evaluation

Award will be based on a trade-off evaluation, considering Compliance Review, Technical Capability & Strategic Plan, Prior Experience and Past Performance, Company Profile, and Price. Technical factors are considered more important than price. The Government may award based on initial quotations without discussions, but may hold discussions if necessary.

Amendments & Clarifications

An amendment (SF30) corrected a typo in the maximum order value, clarified the Scope of Work, and added CLIN 1014 for "Seating arrangements." A Q&A document provided further clarifications on event timing, venue responsibilities, catering, audio/decor, permits, in-kind contributions, VAT, security, broadcast, and pricing submission. Offerors must acknowledge receipt of all amendments.
