Scope of Work
The contractor will provide comprehensive event production and coordination services for a July 4th, 2026 event in Brussels. This includes:
- Indoor VIP Reception: At Autoworld Museum (up to 1,150 guests), covering stage production, AV, music, speeches, decor, and catering.
- Outdoor Main Event: At Parc du Cinquantenaire (up to 5,000 guests), requiring full stage production, AV, large video screens, live broadcast capability, music, speeches, VIP area, bars, and staffing. The contractor is responsible for Parc du Cinquantenaire logistics and permits.
- General Services: Invitation management (digital, 15,000+ expected), guest registration, branding, security, crowd management, medical services, traffic planning, insurance, and sanitation.
- Full Event Lifecycle: From project study, development, and planning (including site assessments, risk assessments, subcontractor coordination) through pre-production (securing permits, authority coordination, visual identity), production (setup, audio, lighting, power, artist liaison), and post-production (dismantling, site clearance, venue restoration).
- Optional Services: May include artist extras, architectural lighting, drone shows, fireworks, DJ sets, bar/food truck services, LED screens, video mapping, and seating arrangements.

Submission Requirements
Proposals must be submitted in English and include two volumes:
- Volume 1: Completed SF-18, Section I (Pricing), a comprehensive Price Proposal Breakdown (Attachment A - updated), Section 5 (Representations and Certifications), evidence of active SAM registration, and Form W-14 (Attachment B) if applicable for foreign entities claiming tax exemption.
- Volume 2: Technical Capability & Strategic Plan (detailing methods, resources, license/permit plan, strategic plan, ground mapping), Prior Experience and Past Performance (using the provided form), and a Company Profile. Offerors must be actively registered in SAM (System for Award Management) at https://www.sam.gov prior to submission.
Evaluation Criteria
