Scope of Work
The selected contractor will be responsible for comprehensive event production and coordination for a multi-venue event in Brussels, including an indoor VIP reception at Autoworld Museum (up to 1,150 guests) and an outdoor main event at Parc du Cinquantenaire (up to 5,000 guests). Key services include:
- Standard Event Services: Stage production, AV, lighting, sound, guest management (15,000+ digital invitations), security (provided/managed by contractor), medical services, traffic planning, branding, sanitation, and site restoration. This also covers project study, development, planning, pre-production (securing permits, coordinating with authorities), and post-production.
- Optional Additional Services: May include artist extra services, architectural lighting, laser equipment, special effects (FX), drone shows, fireworks, live DJ sets, bar/food truck services, large-scale LED screens, video mapping, curated program development, and seating arrangements.

Submission Requirements
Offerors must submit proposals electronically to BrusselsBids@state.gov by the deadline. Proposals must be in English and incomplete submissions will not be accepted. Required volumes include:
- Volume 1: Completed SF-18 cover page, Section I Pricing, Price Proposal Breakdown (Attachment A), Section 5 Representations and Certifications, evidence of active SAM registration, and completed Form W-14 (Attachment B) if applicable for foreign entities.
- Volume 2: Technical Capability & Strategic Plan (detailing methods, personnel, resources, license/permit plan, ground mapping), Prior Experience and Past Performance (using provided form), and a Company Profile. Submissions must be in Adobe Acrobat (pdf) format, with individual email attachments not exceeding 30MB.
Evaluation Criteria
Award will be based on a trade-off evaluation, where technical factors are considered more important than price. Evaluation factors include Compliance Review, Technical Capability & Strategic Plan, Prior Experience and Past Performance, Company Profile, and Price.

- Clarifications: The maximum contract value of €800,000.00 is inclusive of 21% VAT. Vendors are responsible for securing all required permits. The event company will directly provide and manage all security staffing and stewards.
