Statement of Work (SOW) / Performance Work Statement (PWS)

To procure janitorial services for the US International Boundary and Water Commission (US IBWC) Lower Rio Grande Field Office (LRGFO) located at 325 Golf Course Road, Mercedes, TX 78570.

• Provide all necessary personnel, supervision, quality control, equipment, tools, services, and cleaning supplies for janitorial services.

• Contractor will supply toilet tissue, paper towels, disinfectants, plastic bags, chemicals, waxes, liquid soap, soap, and deodorizers.

• Services cover approximately 8,000 square feet across the Administration Building (4,000 sq ft), Personnel Building (3,000 sq ft), and Shop Offices (1,000 sq ft).

• Weekly (Tuesdays, 0800-1630, excluding Federal Holidays):

  • Empty wastebaskets, damp mop/sweep hard floors, dust/damp wipe desks and furniture, vacuum carpets, clean glass/mirrors/metal, spot clean walls/baseboards/woodwork/doors, clean drinking fountains, clean coffee/vending areas, notify of burned-out lights, dust high ledges, wipe exterior appliances (if applicable).
  • Restroom cleaning: Damp wipe dispensers, refill supplies (tissue, towels, soap, sanitary napkins), empty/clean/sanitize receptacles, clean/polish shelves/mirrors/faucets, wet mop floors, damp wipe walls, scrub sinks and toilets.
  • Janitorial closet maintenance.
  • Eliminate shredded material from shredders and replace bags.

• Monthly (1st Tuesday):

  • Strip, clean, wax, and buff all vinyl composition tile floors.
  • Shampoo all carpets.

• Quarterly (1st Tuesday):

  • Clean all exterior and interior glass.
  • Clean out all refrigerators.
  • Thoroughly clean the oven in the personnel building.
  • Dust ventilating grills (up to 8ft).
  • Remove spider webs and clean areas higher than 8ft.

• Floor care includes sweeping, mopping, stripping wax, and reapplying wax or comparable solution to Vinyl and Ceramic tile floors to maintain a presentable appearance, free of scratches or stains.

• Carpets to be treated for spot removal, steam cleaning, and deodorizing.

• Base year: One Year After Award.

• Options for up to four (4) additional one-year option periods.

• Services to be performed at the USIBWC Mercedes Field Office.

• Contractor must comply with all Department of Labor requirements and labor wage determinations.

• Non-disclosure of government property information is required.

• A coordinator/manager and alternate must be appointed as a single point of contact.

• Inspection and Acceptance will occur at the USIBWC Mercedes Field Office via a joint final inspection.
