This Call for Solution (CFS) aims to acquire a mature, scalable, and secure solution to radically reduce administrative burden and accelerate decision-making across the enterprise. This opportunity is issued under the Army's Open Solicitation, W9128Z-25-S-A002, and may result in a prototype Other Transaction (OT) with potential for a follow-on production contract. Opportunity Details

  • Problem: Current tasking processes are inefficient, hindering the DoW's ability to operate at the required speed and scale for modern, multi-domain operations.

Desired Solution Attributes

Proposals should describe how existing products meet core objectives, including:

  • Workflow Management: Routing and monitoring tasks/correspondence across the Department, Services, and 4th Estate.
  • Intelligent Automation: Leverage AI/ML to automate the task lifecycle (intake, classification, drafting, routing, response generation) to measurably reduce man-hours per task.
  • Modern User Experience & Interoperability: Intuitive, user-centric interface (desktop and mobile) with seamless integration via open APIs (e.g., ICAM for SSO, Microsoft 365).
  • Enterprise-Grade Security & Scalability: Multi-tenant cloud architecture scalable to over 150,000 daily active users, with a clear path to a rapid DoW Authority to Operate (ATO).
  • Data Ownership & Portability: Government retains unlimited rights to data and workflow configurations, with a documented, non-proprietary data export method.

Contract & Submission Details

  • Contract Type: This CFS will be awarded in accordance with DFARS 212.70 and Army Open Solicitation (AOS) procedures. A prototype OT awarded may lead to a follow-on production contract without further competitive procedures.
  • Submission: Companies must submit a Solution Brief via email to the Agreements Officer and Specialist. The Solution Brief includes a 3-page technical discussion, a 1-page Title Page, a 1-page Executive Summary, and a 1-page Rough Order of Magnitude (ROM) for 150,000 annual users.
  • Mandatory Gate Criteria: Submissions must explicitly address and meet three criteria:
    1. Current, active ATO at Impact Level 5 (IL5) or higher from a U.S. Federal or DoW agency.
    2. Demonstrated experience integrating and deploying AI capabilities in an enterprise environment.
    3. Scalable, self-contained, browser-based application architecture.

Evaluation Criteria (Order of Importance)

  1. Speed to Delivery (Highest): Preference for existing solutions with active IL5+ ATOs.
  2. Technical Merit: Relevance, innovation, and scalability of capabilities.
  3. Viability: Compatibility with DoW technical environments.
  4. Adoptability: Intuitiveness, ease of use, and likely end-user adoption.
  5. Price (Lowest): Rough Order of Magnitude (ROM) for 150,000 annual users.
