Purpose & Scope
The DoW aims to replace fragmented legacy tasking processes with an innovative, scalable, and secure solution. The desired platform must provide robust workflow management, leverage Artificial Intelligence/Machine Learning (AI/ML) for intelligent automation of the task lifecycle (intake, classification, drafting, routing, response generation), and deliver a measurable reduction in man-hours per task. Key attributes include a modern, intuitive user experience (desktop and mobile), seamless interoperability with the DoW ecosystem via open APIs (e.g., ICAM, Microsoft 365), enterprise-grade security and scalability for over 150,000 daily active users with a clear path to a rapid DoW Authority to Operate (ATO), and government retention of unlimited data rights and portability.
Submission Requirements
Companies must submit a Solution Brief via email to the Agreements Officer and Specialist. The Solution Brief consists of:
- A three-page (max) technical discussion addressing the Problem Statement and Desired Solution Attributes.
- A one-page (max) Title Page with company information and Gate Criteria responses.
- A one-page (max) Executive Summary.
- A one-page (max) Rough Order of Magnitude (ROM) for 150,000 annual users.
Submissions must meet three Gate Criteria:
- Possess a current active Impact Level 5 (IL5) or higher ATO from a U.S. Federal or DoD agency, OR operate on a hosting platform with an IL5+ ATO and demonstrate a clear path to a rapid DoW ATO.
- Describe experience integrating and deploying AI capabilities in an enterprise environment.
- Propose a scalable, self-contained, browser-based application.
Contract & Evaluation
This CFS will be awarded under DFARS 212.70 and the Army Open Solicitation (AOS) procedures. The awarding instrument may be a prototype Other Transaction (OT) under 10 U.S.C. § 4022, which could lead to a follow-on production contract without further competitive procedures. Evaluation will occur in up to three phases: Solution Brief, Live Pitch/Technical Discussion, and Solution Proposal. Evaluation criteria, in order of importance, are: Speed to Delivery (highest, favoring existing solutions with IL5+ ATO), Technical Merit, Viability, Adoptability, and Price (lowest). Non-Government advisors from Chenega IT Enterprise Services (CITES), LLC may assist with evaluations; companies can arrange NDAs directly with them.
