Quick Summary

The Department of War (DoW), through the Army Enterprise Staff Management System (AESMS), has issued a Call for Solution (CFS) for a Joint Enterprise Task Management System (JETMS). This initiative seeks a commercially available, AI-enhanced platform to modernize the Office of the Secretary of War’s (OSW) Correspondence and Task Management System (CATMS) and the Army’s Enterprise Task Management Software Solution (ETMS2). The primary objective is to significantly reduce administrative burden and accelerate decision-making across the enterprise. Solution Briefs are due by March 9, 2026, NLT 08:00am CST.

Scope of Work

The desired solution must provide:

  • Workflow Management: For routing and monitoring tasks and correspondence across the Department.
  • Intelligent Automation: Leverage AI/ML to automate the task lifecycle, including intelligent intake, classification, AI-assisted drafting, automated routing, and response generation, aiming for a measurable reduction in man-hours per task.
  • Modern User Experience & Interoperability: An intuitive, user-centric interface (desktop and mobile) with seamless integration via open APIs (e.g., ICAM for SSO, Microsoft 365).
  • Enterprise-Grade Security & Scalability: A multi-tenant cloud architecture proven to scale to over 150,000 daily active users, with a clear path to a rapid DoW Authority to Operate (ATO).
  • Data Ownership & Portability: Government retention of unlimited rights to data and workflow configurations, with a documented, non-proprietary method for data export.

Contract & Timeline

  • Type: Call for Solution (CFS) under the Army Open Solicitation (AOS) procedures (W9128Z-25-S-A002).
  • Awarding Instrument: May result in a prototype Other Transaction (OT) under 10 U.S.C. § 4022, with the potential for a follow-on production contract without further competitive procedures.
  • Set-Aside: None specified.
  • Solution Briefs Due: March 9, 2026, NLT 08:00am CST.
  • Questions Due: February 27, 2026.
  • Published: February 17, 2026.

Submission & Evaluation

  • Submission: Companies must submit a Solution Brief via email to the Agreements Officer and Specialist. The brief includes a 3-page technical discussion, a 1-page Title Page, a 1-page Executive Summary, and a 1-page Rough Order of Magnitude (ROM).
  • Gate Criteria: Submissions must meet three criteria: (1) Current, active ATO at Impact Level 5 (IL5) or higher; (2) Demonstrated AI experience in an enterprise environment; (3) Scalable, self-contained, browser-based architecture.
  • Evaluation Phases: Up to three phases: Solution Brief, Live Pitch/Demonstration, and Solution Proposal.
  • Evaluation Criteria (Order of Importance): Speed to Delivery (highest, existing IL5+ ATO preferred), Technical Merit, Viability, Adoptability, and Price (lowest).
