Scope of Work
DoDEA requires two primary platforms:
- K-12 Visual Arts Resource Platform: A web-based platform with content aligned to DoDEA's College and Career Ready Standards (CCRS). It must offer online access to standards-aligned resources by grade level (K-8) and proficiency level (9-12), including lesson plans (minimum 150 per grade band), worksheets, artist biographies, videos, and assessments. The platform must be user-friendly, allow printing, cover a broad range of media/styles, and be updated quarterly. Digital rights for internal DoDEA use are required.
- Visual Arts Professional Learning Platform: A COTS platform providing differentiated, on-demand educational opportunities in visual arts and pedagogy. It must include a comprehensive bank of asynchronous courses/webinars/digital modules, arranged by topic/grade, with teaching strategies, examples, and classroom materials. Resources must be updated quarterly, allow download/printing, and feature diverse presenters.
- Customized Professional Learning: Provide one to six 30-60 minute customized asynchronous learning modules or videos annually (up to 30 total over contract life), demonstrating platform instructional use.
- Product Orientation and Training: Asynchronous webinars, videos, or digital modules covering platform navigation and content.
- Technical Support: Industry-standard support via telephone or email, with acknowledgment within two hours and 90% resolution within one business day.
- Performance Standards: Platforms must be accessible 24/7/365 with minimal unscheduled downtime. Professional learning must achieve "good" or "excellent" ratings from at least 70% of educators.
- Security & Privacy: Compliance with Federal law, DoD/DoDEA cybersecurity requirements (including FedRAMP Level 2), US-based data centers, TLS/AES-256 encryption, and 72-hour breach notification. User accounts must not require PII, and contractor personnel must be US citizens and complete DoDEA Privacy Act/PII training.

- Integration: Support industry-standard data integration methods (e.g., RESTful API, LTI, SFTP) and integrate with DoDEA's LMS (Schoology) and potentially ClassLink or OneRoster.
