• Room Requirements: Approximately 22-25 rooms are needed for 76 guests, depending on family configurations. The government provided detailed breakdowns of participant numbers by age group and family size for quotation purposes, noting these are subject to minor modifications.
• Beach Access: Crossing two streets to reach the beach (approx. 9 minutes away) is considered a "no-go" for safety reasons with families and infants. Flexibility is only possible if the hotel offers a comparable, high-quality outdoor space on-site.
• Children's Activities (SOW 4.4 & 8.1): Dedicated children's play areas are vital. A "N/A" status for structured programming or dedicated kids' spaces is disqualifying if it means a lack of family-centered features (e.g., kids' pools, play areas). A rooftop infinity pool and jacuzzi with children's amenities do not satisfy this requirement.
• Childcare Rooms (SOW 9.1): Two dedicated, connected, or adjacent childcare rooms easily accessible from the meeting room are required. A single room on a separate floor from the adult meeting room is considered material non-compliance. Vendors with only one childcare room may be considered if they offer other significant dedicated children's areas.
• Dining (SOW 7.1): Children must dine with parents for accountability, security, and family bonding. Splitting children to dine in a separate location (e.g., Bistro) while adults dine in the meeting room is not acceptable.
• Late Check-Out: Late check-out is preferred. If not possible, a secure area for luggage storage while guests use common areas is necessary. Failure to provide either is a breach of contract.
• Family Room Splitting: Splitting families of 6 and 7 into two adjacent rooms is acceptable.
• Medical Personnel (SOW 4.6): On-site AED is acceptable; dedicated medical staff are not required.
• On-Site Security (SOW 5.6): Lack of dedicated security personnel requires compensating on-site security measures; otherwise, it is disqualifying.

• Pool Access: Access to both the infinity pool and waterpark must be included in the base package.
