Solicitation / RFP / RFQ

This solicitation is for general clinical and microbiology laboratory testing services. The services include technical skills, labor, provision of collection supplies, specimen handling, analytical testing, consultation, specimen testing (blood, urine, stool), and reporting of test results. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with a firm-fixed price for a duration of two years.

• General clinical and microbiology laboratory testing services.

• Provision of required collection supply items.

• Specimen handling guidance.

• Analytical testing and consultation.

• Specimen testing (blood, urine, stool, etc. samples).

• Writing test results and reporting.

• Delivery of final reports and documents via website, email, or fax.

• Laboratory sampling to be conducted at US Navy Air Station of Sigonella facilities (NAS 1 and/or NAS 2).

• Occasional sampling at the Contractor's lab analysis center if recommended by the Government.

• Chest X-ray services may be performed by a third-party laboratory, with qualifications to be provided during the solicitation phase.

• Maintenance of quality assurance (QA) standards, including ISO 9001/2015 compliance and provision of ACCREDIA accreditation certificate.

• Establishment of a Quality Plan and Standard Operating Procedures (SOPs).

• Personnel performing sampling must be qualified according to Italian Law.

• All testing must comply with the latest legislation in force.

• Handling of Personal Identifiable Information (PII) as confidential.

• Proper labeling of all collected laboratory specimens.

• Courier services for specimen collection from 7:30 to 16:00 Monday through Friday.

• Written analysis and test report results within 24 hours after completion of the test.

• Maintenance of a customer service line during business hours.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price.

• Period of Performance: From 16 Feb 2026 to 15 Feb 2028 (two years).

• Guaranteed Minimum: $10,000.00 obligated on the same date the Contract is released under a single task order.

• Contract Maximum: To be determined.

• Pricing: Firm Fixed unit Price in EURO. Prices will be evaluated for reasonableness.
