Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to acquire multispectral (MUL) and high-resolution satellite imagery of the Newlands Project irrigation area. The Bureau of Reclamation (LBAO) requires this imagery to identify irrigated areas for monitoring purposes as per the Operating Criteria and Procedures for the Newlands Reclamation Project, Nevada.

• Acquisition of MUL (red, green, blue, near-infrared) satellite images (8 per year, monthly from March-November).

• Acquisition of one (1) high-resolution (red, green, blue) satellite image per year (June-September).

• All imagery must be acquired within a three-week period to minimize seasonal variation.

• Deliverables must meet specific image specifications (e.g., 3-m MUL, 0.5-meter high-resolution, <10% cloud cover, Map orientation, NAD83 or WGS84 datum, Geotiff format).

• Data packages to be delivered via secure FTP within three (3) weeks following image acquisition.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding Solicitation 140R2026Q0023, clarifying requirements for imagery acquisition and delivery.

• "Composite MUL image": Refers to an orthorectified, co-registered image covering the Newlands AOI, stitched for spatial continuity, but without color balancing or radiometric adjustments between scenes. Individual pixel values must remain unaltered for NDVI analysis.
• Radiometric Format (3-m MUL): 16-bit is preferred for consistency with past products.
• GSD (3-m requirement): The Government requires native 3-m GSD. Pansharpened products achieving ~1.5 m output are not acceptable as they alter reflectance values.
• High-resolution RGB (≤0.5 m) delivery: A seamless orthomosaic product is expected. "Natural color" processing is not required.
• Ortho/terrain correction reference data: The AOI has minimal terrain and does not require high positional accuracy. A preferred reference ortho layer can be provided for co-registration if necessary.
• AOI minimum tasking width: Acquiring a widened area beyond the AOI polygon to meet minimum tasking width constraints is acceptable, provided final products are clipped to the original AOI.

All years of the period of performance (03/02/2026–12/31/2028) are contemplated under a single award, not an annual request process.

The acquisition is for Lahontan Basin Area Office (LBAO) Newlands Multispectral and High-Resolution Satellite Imagery.
