Scope of Work

The Bureau of Reclamation requires satellite imagery to identify irrigated areas within the Newlands Project, Nevada, as mandated by the Operating Criteria and Procedures. The services include:

  • Multispectral (MUL) Imagery: Acquisition of eight (8) images per year (monthly from March-November), covering red, green, blue, and near-infrared bands.
  • High-Resolution Imagery: Acquisition of one (1) high-resolution image per year (between June-September), covering red, green, and blue bands. All imagery must be acquired within a three-week period to minimize seasonal variation.

Key Requirements & Clarifications

  • MUL Imagery Specifications: Native 3-meter Ground Sample Distance (GSD), 16-bit radiometric format preferred. Products must be orthorectified, co-registered, and clipped to the Area of Interest (AOI) without color balancing or radiometric adjustments between scenes, ensuring pixel values remain unaltered for NDVI analysis. Pansharpened products are not acceptable.
  • High-Resolution Imagery Specifications: Equal to or less than 0.5-meter GSD, delivered as a seamless orthomosaic product. "Natural color" processing is not required.
  • General Image Quality: Less than 10% cloud cover, Map orientation, NAD83 or WGS84 datum, Geotiff format.
  • Delivery: Data packages must be delivered via secure FTP within three (3) weeks following image acquisition.
  • AOI: The project covers the Newlands Project AOI, visually defined in an attachment, with minimal terrain. Widened tasking areas are acceptable if final products are clipped to the original AOI.

Contract Details

  • Contract Type: Firm-Fixed Price (FFP).
  • Period of Performance: March 2, 2026, to December 31, 2028. This will be a single award covering all years, not an annual request process.
  • Set-Aside: This acquisition is 100% set-aside for Small Business concerns only. Large businesses are not eligible to submit quotes.
