Scope of Work
The selected service provider will furnish all management, tools, supplies, equipment, and labor to perform cleaning services for LCCs and LCEBs in accordance with the Performance Work Statement (PWS) and all applicable federal, state, and local regulations (OSHA, EPA). This includes cleaning services for a maximum of 15 sites across the entire five-year period of performance. Due to the secure nuclear facilities, all personnel will undergo strict evaluation and background checks. No foreign participation is authorized.

- CMMC Requirement: Level 2 (SELF) Cybersecurity Maturity Model Certification (CMMC) is required, per DFARS 252.204-7025 and 252.204-7021. Vendors must meet the 110 score or have a Plan of Action and Milestones (POA&M) at the time of award, and achieve the 110 standard within 180 days of award. Vendors must provide their CMMC Unique Identifier (UID).
- Funding: Award is contingent upon funds availability; the Government reserves the right to cancel.
Submission Requirements
Quotes will be evaluated based on Price, Technical Capability, and Past Performance (no assigned importance).
- Pricing: Submit firm fixed pricing including a completed CLIN structure (Attachment 1), a completed Task Order Proposal Pre-Priced CLIN sheet (Attachment 6a) for the initial task order, and the total price for all cleanings. Pricing must cover the entire five-year period.
- Technical Capability: Provide a Quality Control Plan addressing PWS requirements and a Management/Manpower Plan detailing staffing approach, including a Contract Manager and Site Supervisor.
- Past Performance: Submit a minimum of two, maximum of three, relevant past performances within the last three years, demonstrating industrial cleaning capabilities.
- SAM Registration: Offerors must be registered in SAM at the time of offer submission.
