- Transition and Data Migration Strategy: A "white-glove" methodology for migrating 10-15 complex courses and user data from Canvas LMS, including project timeline, assessment of government effort, and managing transition tasks without government personnel. The system needs to migrate approximately 5 years of course data and data for 11,000 students.
- Replication of "Catalog" Workflow: How the proposed solution will provide an identical or superior user experience to the current Canvas "Catalog" feature for global registration and firewall mitigation, ensuring uninterrupted access.
- Mission Continuity and Policy Compliance Guarantee: A strategy to ensure 100% continuity of training during the transition, detailing technical approaches and contractual Service Level Agreements (SLAs).
- Rough Order of Magnitude (ROM): A comprehensive ROM for a base year and four option periods, covering annual software/platform licensing, one-time and recurring migration/transition costs, and training/support costs.
- User Metrics: The system requires approximately 3,000 student seats annually and needs to be operational 24/7 due to policy-mandated courses and a globally distributed student base.
