Quick Summary
The Department of the Air Force, specifically the 127th Security Forces Squadron (SFS) under the Air Combat Command (ACC) Battlefield Airmen Rapid Refresh and Replenishment (BARS) program, is issuing a Limited Source Justification for the acquisition of ComTac VI communication headsets and associated Push-to-Talk (PTT) equipment. This requirement is for operator safety and mission effectiveness, with the ComTac VI headset being a brand-name only acquisition due to its unique features. The associated PTT assembly and communication cables will be acquired on a "brand name or equal" basis. This is a Total Small Business Set-Aside opportunity.
Scope of Work
The acquisition focuses on tactical communication equipment:
- ComTac VI Headsets: Brand-name only, justified by proprietary capabilities such as Natural Interaction Behavior (NIB) for clear, localized communication without radio broadcast (critical for operational security), certified hearing protection (DA PAM 40-501), and proven integration with existing helmet systems. No other single device offers these integrated capabilities.
- PTT Assemblies and Communication Cables: These components (specifically Aries PTT and three required communication cables) will be acquired on a "brand name or equal" basis. Proposed "equal" products must demonstrate seamless electronic integration with the brand-name ComTac VI headset and enable required triple-radio communication capability without signal degradation or loss of functionality.
Contract & Timeline
- Type: Special Notice (Limited Source Justification) leading to a competitive solicitation.
- Set-Aside: Total Small Business (FAR 19.5).
- Response Date (for this notice): March 6, 2026, 7:00 PM EST.
- Published Date: February 17, 2026, 1:43 PM EST.
- Future Solicitation: A competitive solicitation will be posted on Unison Marketplace and a GPE notice will redirect offerors to the Unison Marketplace posting in the near future.
Evaluation
The brand-name justification for the ComTac VI headset is based on its unique, non-replicable features essential for government needs. For PTTs and cables, alternatives will be considered if they are equal in performance and can seamlessly integrate with the ComTac VI headset, enabling triple-radio communication without degradation.
Additional Notes
This notice serves as a justification for limited competition for the ComTac VI headsets while fostering competition for ancillary components. The primary point of contact is Austin Parks (austin.parks.8@us.af.mil, 586-239-5235).
